As of October 9, 2026, Carelon Behavioral Health of Maryland identifies itself as Maryland’s administrative services organization (ASO) for Medicaid behavioral healthcare. ASO means it administers program services; it is not a substitute name for a member’s HealthChoice managed care organization (MCO). Visit the official Carelon Maryland provider site.

Primary behavioral health vs specialty behavioral health

Maryland distinguishes primary behavioral health care from specialty behavioral health. Managed care primary behavioral health services are paid by the member’s MCO; providers need Medicaid enrollment and participation with that MCO. Specialty behavioral health is carved out of managed care and administered through the state’s fee-for-service structure with Carelon. Maryland requires specialty providers to enroll with Medicaid and register with Carelon. Read the two payment routes.

The practical question is therefore “Which program is responsible for this service?” A member can have a HealthChoice plan and still receive a specialty service through the carve-out. Do not use the plan logo alone to decide where a therapy claim belongs.

What is Maryland’s Public Behavioral Health System?

Carelon publishes a Maryland Public Behavioral Health System (PBHS) Provider Manual with policies, procedures and administrative guidance. For each, record the authorized owner and the task it supports. This reduces the chance of waiting on the wrong help desk when a claim or login fails.

Make a routing worksheet before the first claim

Recommended workflow: document the route for the intended service before choosing a payer entry in your billing software. This is an operational checklist, not an additional state form.

  1. Confirm Medicaid eligibility for the intended date of service through an authorized source.

  2. Identify the service and provider type; check whether the relevant guidance puts it in primary managed care or specialty behavioral health.

  3. Confirm the participation and enrollment records needed for the responsible program.

  4. Check the applicable manual for authorization requirements and the approved service span.

  5. Use that program’s current claim instructions and retain evidence of the route selected.

When the member’s MCO card does not answer the question

If the service category or payment responsibility remains unclear, resolve that question with the responsible program before submitting. Record the source, the service discussed and the answer. A blanket assumption that all behavioral health goes to Carelon is as unhelpful as assuming every service goes to the member’s MCO.
