TL;DR: use your own login, and give your biller their own
Use your own DHS Medicaid Online login. Your biller creates their own Individual Account, which the provider’s Master Account holder activates and gives the needed permissions. DMO access is separate from provider enrollment and other Med-QUEST program accounts. Official guide.
Who needs their own DMO login
A Master Account holder administers the Individual Accounts for that provider. Each person uses their own username, password and email. Never share your password. The live FAQ warns against sharing accounts; a biller should use an Individual Account rather than the Master Account holder’s credentials. Official guide.
Before you create access
DMO is the public DHS Medicaid Online service linked by Med-QUEST. For the DMO functions described here, start at the official DHS Medicaid Online link rather than assuming that another Med-QUEST program uses the same account. Official guide.
Have the provider identifier and Tax ID that match Medicaid’s records. Decide whether the provider needs a Master Account or whether an existing Master Account holder will activate a new Individual Account. The live overview says the Master option is available only when a Master Account has not already been created for the provider. Official guide.
The setup and administration images below come from the November 8, 2007 DMO Claims User Manual that Med-QUEST still links publicly. The live DMO overview and FAQ confirm the Master/Individual access model. Follow current prompts if wording or password requirements differ from the older illustrations. Official guide.
How to create your DMO account
Choose Create a New Account. Enter the requested provider identifier and Tax ID, then continue to the registration information. Use your own name and email and choose the account type appropriate to your responsibility. Official guide.

For a Master Account, the live overview says an authentication code is mailed to the provider correspondence address. Complete activation before administering Individual Accounts. For an Individual Account, ask the provider’s Master Account holder to activate access and assign the required functions. Official guide.
Add your biller
The biller registers an Individual Account for the provider. The Master Account holder opens Administration, selects the user, activates the account and selects the Group Permission for eligibility/enrollment status, claim status, or both, as appropriate. Official guide.

Save the assignment with Accept Changes. The biller then signs in with their own Individual Account. The guide describes billing offices establishing Individual Accounts under the providers they serve; do not assume one account automatically grants access to unrelated providers. Official guide.
Login errors and account recovery
The current public login has Forgot your Password and Forgot your User Name links. Use the recovery option for your own account. If an Individual Account is locked or inactive, contact the provider’s Master Account holder and consult the live FAQ before creating another account. Official guide.
