Start with license readiness

Your license type determines whether you can practice independently, need supervision, or should set up inside a group practice first. Confirm the current rules with the state board before accepting clients.

This table is a setup readiness starting point, not a substitute for current board review.

Use the current rules and the issued license

Counseling rule changes recorded in the Code of Arkansas Rules took effect July 9, 2026. Current psychology rules also include the Licensed Psychological Practitioner credential. Older board summaries and payer manuals may use earlier terminology. Confirm the individual’s active license, approved scope and any independent-practice privileges before accepting clients.

Supervised care needs its own practice model

For a group with LACs, LAMFTs, LMSWs, LSWs or psychology trainees, resolve clinical supervision and payer eligibility separately. The current Medicaid counseling manual requires non-independently licensed clinicians to render through a certified agency; an ordinary independent-practitioner group is not automatically that agency.

CredentialIndependent practice?Supervision issue?Entity/business noteBomi relevanceOfficial source
Licensed Professional Counselor (LPC)The full counseling license supports independent counseling and psychotherapy within the approved scope and any individual restrictions.Supervising an LAC requires Board-approved supervisor status; an LPC license alone does not establish that status.Keep services and specialties consistent with the Board-approved statement of intent.Align payer applications with the issued license, services and practice locations.Current counseling and MFT rules (17 CAR Part 75)
Licensed Associate Counselor (LAC)A supervised counseling credential, not independent LPC authority.A current Board-approved supervision agreement with an approved Arkansas LPC supervisor is required before seeing clients. Supervisor changes also need Board approval. The business arrangement must preserve the required supervision and accurate associate title.Check whether each payer accepts the supervised rendering arrangement before billing.Counseling supervision requirements
Licensed Marriage and Family Therapist (LMFT)The full MFT license supports independent practice within its scope, training and any restrictions.Supervising a LAMFT requires the applicable Board-approved supervisor status.Maintain the approved statement of intent and obtain approval for scope changes.Confirm individual and group participation for the services and products intended.Current counseling and MFT rules
Licensed Associate Marriage and Family Therapist (LAMFT)A supervised route toward LMFT licensure. It does not authorize independent LMFT practice.A Board-approved agreement with an approved Arkansas LMFT supervisor must be active before therapy begins.Forming a company does not remove the associate’s supervision requirements.Verify the payer’s rules for the associate, supervisor and billing organization.MFT associate supervision requirements
Licensed Certified Social Worker (LCSW)Arkansas reserves private independent social-work practice and social-work consultation to the LCSW. The state’s title is Licensed Certified Social Worker. An LCSW must still work within competence and any license restrictions; supervision of other clinicians has separate requirements.A professional social-work corporation needs separate Board registration and annual renewal; use the Arkansas credential title accurately.Prepare individual or group enrollment around the actual clinician and service model.Arkansas Social Work Licensing Act, § 17-103-301
Licensed Master Social Worker (LMSW) / Licensed Social Worker (LSW)Neither license permits private independent practice. An LSW is a generalist credential and does not authorize diagnosis or treatment of mental illness or psychotherapy. An LMSW practices under supervision in a recognized organized setting. Supervision toward LCSW licensure has separate Board requirements. LSW supervision does not expand the generalist scope.A solo business filing or supervisor’s signature does not confer LCSW authority.Do not assume a payer covers supervised work merely because the group is enrolled.Social-work licensed scope and practice settings
Licensed PsychologistIndependent practice is limited to the areas supported by training, supervised experience and the Board-reviewed statement of intent.Confirm any individual restrictions and the separate qualifications for supervising trainees or other licensees.Match the advertised services and populations to the approved practice scope.Check credentialing for each intended service, location and network.Arkansas Psychology Board rules (17 CAR Part 95)
Licensed Psychological Practitioner (LPP)The current rules recognize independent practice within training and approved scope, but exclude independent neuropsychological, forensic psychological and projective personality assessment.Provisional LPP status is a separate route for completing approved post-degree supervised training.Confirm the credential actually issued by the Board; older examiner terminology does not by itself establish LPP status. The Medicaid manual still uses LPE-I terminology. Confirm how the payer enrolls an LPP before relying on coverage.Psychological practitioner scope, § 95-408
Licensed Psychological Examiner (LPE) / approved independent statusDo not treat every LPE as an independent therapist. Check the Board’s recorded privileges and statement of intent, including any approved independent status.Current rules retain supervision requirements for specified LPE activities and include transition provisions for LPP licensure.Resolve the clinician’s actual credential and authorized services with the Board rather than relying on an older title or directory entry.Ensure payer records reflect the issued credential and approved scope; no automatic network conversion is assumed.Psychology scope, transition and supervision rules
Provisional, temporary, training or out-of-state authorityPermission is limited to the credential, approval, duration and conditions actually granted. An application or another state’s license alone is insufficient.Social-work provisional licenses are available at LSW/LMSW levels, not LCSW. Psychology provisional and intern paths generally require qualified supervision, subject to specific Board-approved exceptions.Keep expiration dates, supervision and any setting restrictions visible in staffing and scheduling.Confirm payer eligibility independently of permission to practice.Psychology provisional authority and supervision
Next step: confirm your state board rulesUse the official Arkansas licensing source before you decide whether to setup independently, stay supervised, or join a group first.

National steps

These steps are not unique to Arkansas, but they still need to match the state, address, entity, tax, payer, and EHR details you use for setup.

  • Decide Type 1 NPI versus Type 2 NPI and whether the practice will bill under an individual or organization.
  • Create or update CAQH and keep attestations current.
  • Align EIN, W-9, business bank account, and payer-facing business identity.
  • Confirm HIPAA privacy/security, Notice of Privacy Practices, consent forms, Good Faith Estimate workflows, and documentation setup.
  • Select EHR, clearinghouse, billing workflow, payment processor, ERA/EFT workflow, and denial-management process.
  • Build a credentialing packet with license, malpractice, NPI, CAQH, W-9, bank documentation, taxonomy, service address, telehealth policies, and supervisor information if applicable.
  • Track payer applications, effective dates, portals, claim test dates, ERA/EFT status, and recredentialing deadlines.
Next step: clean up NPI and CAQHMake sure your individual NPI, organizational NPI decision, taxonomy, CAQH profile, W-9, and practice address are consistent before payer applications start.

State-specific steps

Business entity options

Choose the solo or group ownership model before filing an Arkansas entity. The Secretary of State provides entity, registered-agent and fictitious-name filings, but business registration does not authorize clinical practice. Confirm professional ownership and naming requirements for the actual license mix with the relevant boards and counsel; do not assume every therapy practice must use the same entity form. Professional social-work corporations require a separate Social Work Licensing Board certificate of registration and annual renewal; the Board reviews the licensed status of incorporators, officers, directors and shareholders. Confirm that pathway before choosing a mixed-profession ownership structure. If the public name differs from the legal name, check the filing rules for that entity and any county requirement. The Secretary of State’s handbook identifies an additional county filing for a domestic corporation’s fictitious name, except in Pulaski County. Align the legal name, EIN, W-9, NPI, bank account and payer records, and confirm local zoning, office or home-business requirements before signing a lease.

Next step: align entity details with billing recordsBefore payer setup, make sure your entity name, EIN, W-9, NPI, CAQH, EHR, and bank details will all tell the same story.

State and tax registration

After an entity is approved, obtain the appropriate federal EIN and set up bookkeeping for the selected tax treatment. Use Arkansas Taxpayer Access Point (ATAP) to register applicable state tax accounts. Income-tax filings depend on the owner and entity structure; corporations and LLCs also need to track applicable Secretary of State franchise-tax obligations. Stopping work does not by itself end those entity obligations. An employer must evaluate payroll withholding registration and other employment-tax requirements before paying staff. Ask a tax adviser to confirm sales/use-tax treatment for the services or products actually sold, local requirements and any applicable exemptions; this guide does not assume that every practice has the same taxes.

Next step: prepare EIN, banking, and payer paperworkUse the setup checklist to track financial setup before credentialing asks for tax and payment details.

Telehealth notes

Confirm the client’s physical location at every session and your authority to practice there, including any requirements where you are located. Verify a specific compact privilege or other authorization before relying on it. Establish the professional relationship required by the relevant Arkansas board before remote treatment; an online questionnaire or history alone is insufficient. Apply the board’s consent, confidentiality, recordkeeping, follow-up and emergency-referral requirements. Psychology rules expressly require documented telepsychology training and recognize qualifying PSYPACT authority for care to Arkansas patients. A notable Arkansas restriction appears in the counseling/MFT, social-work and psychology rules: telehealth group therapy may not be provided to a child age 18 or younger. Do not apply that group restriction as a blanket ban on individual teletherapy. Keep an emergency location/contact and backup plan in the workflow, and verify the payer’s covered modality, place-of-service, authorization and billing rules separately.

Next step: configure EHR and telehealth workflowsSet the client-facing workflow for scheduling, consent, documentation, payments, and billing before the first appointment.

Mandated reporting notes

Create separate child and adult maltreatment procedures. Arkansas mandated child reporters include mental health professionals and social workers. Report qualifying suspected child maltreatment immediately through the Child Abuse Hotline; DHS also offers a secure online reporting portal for mandated reporters. Follow the current agency instructions, and do not delay a required report for an internal review. Adult Protective Services identifies mental health professionals and social workers as mandated reporters of suspected or observed abuse, neglect or exploitation of endangered or impaired adults. Use the Adult Maltreatment Hotline and follow applicable reporting requirements promptly; adult-protection eligibility is not determined by age alone. Document the report and escalation steps, including any facility-specific reporting duties, and contact emergency services when someone faces immediate danger.

Next step: build forms and policy review into setupKeep clinical policies, privacy workflows, intake forms, and billing policies on the same setup checklist.

Insurance credentialing notes

Begin Arkansas Medicaid enrollment through the Health Care Provider Portal and use the current Counseling and Crisis Services manual for the intended service. Its § 202.000 allows listed independently licensed practitioners and their groups to enroll directly without agency certification; the listed therapy credentials include LCSW, LPC, LMFT, psychologist and LPE-I. Do not import the blanket certification requirement from the older 2017 independent-practitioner manual. Non-independently licensed clinicians must render through a certified agency, and particular services can have additional training, certification or authorization requirements. The current manual’s credential list does not name LPP, so obtain a payer determination for that newer credential. Verify individual/group enrollment, rendering relationships, sites, effective dates and coverage before billing. PASSE serves eligible members with complex behavioral-health or developmental-disability needs; check the member’s actual plan and whether claims belong to fee-for-service Medicaid or a PASSE, including any separate network requirements. For commercial insurance, Arkansas Blue Cross separates individual-provider and clinic onboarding. Its individual-provider guidance directs clinicians seeking Lucet participation to contact Lucet after Arkansas Blue Cross credentialing is complete. Confirm every intended network/product, contract and effective date in writing, along with benefits, authorizations, telehealth rules and EFT/ERA. An NPI, clinical license or group contract does not alone guarantee payment for each rendering clinician.

Next step: Map your payer listChoose target payers, gather packet details, and track every application through effective date and claim readiness.
