There is a conditional associate hiring pathway
Regence’s Adm148 permits qualifying master’s- and doctorate-prepared behavioral-health clinicians registered with the appropriate state board on a formal licensure track, along with LMSWs subject to state requirements. For an owner, that is a substantive answer: a qualifying graduate associate need not be rejected solely for lacking independent licensure.
Match the applicant’s actual credential and the member’s product. A person called an intern may be a registered graduate associate or a pre-degree student; those are different facts. The policy does not establish a general student-placement benefit, and a degree-only graduate without required registration does not automatically fit its pathway.
Washington approved supervision and Regence group supervision are separate
Washington’s mental-health counselor guidance requires an approved supervisor and says associates may not independently provide services for a fee. That legal framework does not by itself establish Regence enrollment, member coverage or the correct insurance claim arrangement.
Regence requires the licensed, credentialed supervisor to be in the same provider group and to have education at least equal to the associate’s. Before promising an insured caseload, confirm both lawful Washington supervision and the payer’s group/qualification conditions. A state-approved external arrangement should not be treated as proof of the same-group requirement.
Build the job around monitoring and consultation
The psychological behavioral-health provision requires review of the member’s overall treatment documentation, supervision meetings, monitoring and telephone or telehealth consultation availability. Associates cannot supervise other associates or independently provide these services in their own practice. A supervisor needs capacity to perform those duties for the actual patients assigned.
These requirements belong in the practice’s care process, rather than only in billing software. Keeping a supervisor’s NPI on file does not demonstrate review or meetings. The policy’s separate palliative-care subsection should not silently supply additional initial-service or direct-presence conditions for this behavioral-health exception.
Do not borrow another payer’s rendering rule
Regence expressly requires SA and the qualified supervisor’s name and identification. It does not completely assign the associate and supervisor to rendering, billing and separate-supervisor fields. Resolve those roles and any loading or approval requirements for the actual agreement before preparing the first claim.
Kaiser Washington and Horizon have their own identity instructions. Their existence does not answer Regence’s missing field allocation. Likewise, standard NUCC and clearinghouse field descriptions cannot turn a general supervisor-identification phrase into a payer-specific mandate. Preserve the documented eligibility while leaving the unresolved implementation clearly identified.

Keep product scope and visit format separate
The Regence BlueShield of Washington directory lists 00932 as its primary payer ID. That identifies the destination rather than a member product or clinician approval. The regional index does not establish identical contracts or statewide eligibility for every Washington practice.
Adm148 names Commercial and Medicare Advantage, but its commercial supervisor examples do not independently establish Medicare-qualified incident-to arrangements. Check Medicare eligibility and enrollment separately. Finally, a supervisor’s telephone/video availability does not establish patient telehealth coverage, place of service or modifier combinations. Resolve those questions for the intended visits before budgeting an all-video associate panel.

Frequently Asked Questions
Is state-approved supervision enough for Regence?
It is necessary where required by state law, but the payer also requires a qualified same-group supervisor and its other treatment/claim conditions.
Should I put the associate or supervisor in rendering?
The reviewed Regence policy does not expressly allocate that role. It requires SA and supervisor identification; obtain the actual field-level instruction.
