Can an associate or student intern see these clients?
Licensed associate: Premera Washington permits associate billing with the associate as rendering; network status follows the billing TIN. Associate license pending claims are accepted for up to 120 days from the policy introduced October 1, 2025.
Unlicensed graduate: A graduate must fit the associate or supported pending-license status; completed education alone is not sufficient.
Student intern: The associate FAQ does not establish ordinary student eligibility. RAAC agency provisions are a separate credentialed-agency pathway, not a private-practice student permission.

Before assigning insured clients
Confirm associate license/pending status and the group TIN’s network participation.
Add the associate through claim receipt or provider-update request; determine individual timing of any 120-day pending allowance.
Use the associate rendering NPI and apply for full credentialing once independent licensure is active.
Scope: Washington associate FAQ; agency-affiliated counselor rules require a credentialed behavioral health agency and are separate.

The claim should identify the associate
Premera’s Washington behavioral health FAQ says associates are the rendering providers. It also separates associate billing from independent contracting: associates do not hold their own Premera contracts, and network status follows the billing tax ID. This is a different workflow from placing a supervisor in the rendering field.
For a group preparing its first associate claim, separate the therapist record from the group billing record. As an operational check, compare the clinician who conducted the session with the rendering NPI on the claim preview. A supervisor’s co-signature should not silently replace that identity.
Adding an associate and handling a pending license
Premera says associates can be added when claims arrive or through an emailed provider-update request. Since October 1, 2025, it accepts associate billing for up to 120 days while a license is pending. That is a bounded allowance, not indefinite eligibility.
A practical intake worksheet should record the license status, applicable dates, group TIN, associate NPI, and any written loading response. If a pending record remains unresolved, ask Premera how it measures the 120 days before scheduling services beyond the window. Do not invent the start date or assume a rejected claim restarts it.
Example: a group’s software defaults to the supervisor
Illustration: a Washington associate conducts a follow-up session, but the group’s EHR inserts the owner’s NPI because that owner supervises every associate. The correction is to inspect this payer’s associate configuration, not simply approve the claim because the owner is contracted. Verify the associate’s identity and the group’s applicable contract before submission. This example illustrates the workflow; it is not a payment determination.
What changes at full licensure
Premera instructs associates to apply for credentialing as soon as their full license becomes active. Put that change on an enrollment work queue rather than leaving the associate record untouched. Request the effective participation date and verify how claims should be handled during processing.
This article addresses the Washington associate FAQ. Its separate agency-affiliated counselor provisions require a credentialed behavioral health agency; they should not be used as an alternate private-practice associate pathway.
