Can Associates or Interns Treat WPEE Fund Members?
By Bomi Health • September 18, 2026
Policy research reviewed October 17, 2026. This hiring guide separates a documented pathway from the conditions still to confirm for your clinician and member benefit.

Begin with the Fund’s provider condition
If the new clinician will see Western Pennsylvania Electrical Employees Insurance Trust Fund members, read the outpatient mental-health provider condition before estimating reimbursable visits. The bargaining SPD describes covered therapy by a mental-health practitioner. Examples include licensed mental-health counselor, licensed professional counselor, psychologist and licensed social worker legally licensed to treat mental and nervous disorders.
That language does not name LCSW as the only acceptable social-worker credential. It also does not say every supervised LSW automatically qualifies. The candidate’s actual treatment-state license and the Fund’s interpretation of its eligible-provider condition both matter.

Keep the two member plans separate
The Fund also publishes a non-bargaining SPD with its own major-medical and mental-health provisions. Both reviewed SPDs condition provider eligibility on licensure, and explain that not all healthcare professionals are eligible providers. Check which plan covers the client rather than borrowing a condition from the other member group.
The public document catalog links the 2025 SPDs and a 2026 Summary of Benefits and Coverage. The SBC supplies current-year mental-health cost-sharing information. It is not a new supervision policy or a substitute for applicable SPD amendments and provider requirements.

Evaluate associates, students and unlicensed graduates differently
For a licensed associate, identify the precise scope of the credential and whether the plan recognizes that person for outpatient disorder treatment. Ask the Fund to resolve any ambiguity about supervised LSW services. The public documents inspected do not establish a supervisor-NPI exception.
A student intern without the required practitioner license does not meet the described licensed-provider pathway. The same applies to a graduate who holds a degree but lacks that license. No express exception for those categories was located in the reviewed provisions; that finding is narrower than a claim about every possible plan amendment.

Arrange the practice conditions before assigning clients
Pennsylvania’s supervised clinical-experience rule for LCSW licensure requires an LSW and patient disclosure in the described pathway. That clinical training rule is separate from Fund reimbursement. It cannot, by itself, establish payment for supervised LSW visits or authorize reporting another clinician as renderer.
Confirm the member plan, candidate’s eligible-provider status and applicable participation arrangement before assigning an insured caseload. Then obtain rendering/supervising claim-identity instructions and any relevant telehealth conditions. Aetna-Meritain network access and separate Highmark hospital coverage described in Fund materials do not establish the outpatient associate exception. Keep those administrative and facility arrangements separate from the hiring determination.
For example, a licensed social worker and an unlicensed MSW graduate are different hiring candidates under this wording. The licensed candidate still needs the Fund’s applicable scope and provider determination; the graduate’s degree alone does not satisfy the described licensed-practitioner pathway.

Frequently Asked Questions
Must every social worker be an LCSW?
The reviewed definition does not state an LCSW-only requirement. It requires the relevant legal qualification to treat mental/nervous disorders; supervised LSW interpretation remains unresolved.
Does Pennsylvania supervision permission guarantee Fund payment?
No. The state training rule and the Fund’s eligible-provider/payment rules answer different questions.
Does the 2026 SBC approve student therapy?
The reviewed SBC provides benefit-summary information and does not add a student-service or supervisor-NPI pathway.
