Can a Pennsylvania associate treat Highmark patients?

Highmark’s current RP068 includes LAMFT, LAPC and LSW clinicians in its Pennsylvania commercial reimbursement grid. That gives a practice a real hiring pathway to investigate. The clinician must be appropriately licensed and enumerated, the service must be covered, and the group and member contracts still control. A student placement or an unregistered graduate is not established as eligible by this licensed-practitioner list.

The important hiring distinction is between supervised clinical practice and supervisor-identity billing. An associate can still need lawful supervision while being identified as the performer on the insurance claim. Do not make an offer’s projected insured caseload depend on putting the supervisor’s NPI in place of the applicant’s.

Arrange enumeration and the group relationship before insured assignments

Use Highmark’s PA commercial enumeration process for the actual credential. Its professional-provider manual lists LAMFT and LAPC in the applicable state/product table and requires the completed APP enumeration form and an executed group contract for network affiliation. Wait for confirmation of the intended affiliation rather than treating application submission as completed participation.

For a practice owner, the useful pre-start file is therefore candidate-specific: exact active license, legally qualified supervision, requested group affiliation, confirmation of enumeration and the applicable member product. A supervisor’s existing Highmark relationship alone does not prove that the new clinician has been enumerated or linked to the right group.

Use the associate’s identity and the right payment assumptions

RP068 requires the individual performing midlevel clinician to be rendering, including when supervised. Its PA commercial grid places the named associate/social-work categories at 75% of the fee-schedule allowance for covered services, subject to specific contract rates and other stated exceptions. Estimate revenue from the actual agreement, rather than from the supervisor’s charge or an assumed unrestricted full rate.

Highmark’s commercial incident-to withdrawal and older employed-practitioner language should not obscure this separate own-NPI pathway. Conversely, the new pathway is not permission to revive supervisor-rendering billing. Exact separate-supervisor field or modifier requirements still need arrangement-specific confirmation; the forthcoming November 2026 RP010 must not be treated as already effective.

Keep the card, state and career stage separate

A West Virginia Highmark commercial card does not inherit this Pennsylvania answer. RP068’s WV grid is Medicare Advantage; its commercial scope names Pennsylvania, Delaware and New York. Pennsylvania Medicare Advantage also has a different listed practitioner grid. Confirm the product before promising an associate an insured caseload.

Likewise, a completed degree, an associate license and independent licensure are different milestones. This article supports hiring the named licensed clinicians through the documented PA commercial process. It does not establish payment for a college intern, every graduate awaiting a license, or a clinician whose enumeration is still pending.

Frequently Asked Questions

Can I bill the supervisor’s rendering NPI while enumeration is pending?

RP068 requires the actual performing clinician’s NPI and confirmation of enumeration. Pending enumeration does not create a supervisor-rendering workaround.

Does this also cover Highmark West Virginia commercial?

No WV commercial associate pathway is established by RP068; its WV grid is Medicare Advantage.
