A graduate associate can fit the Regence pathway
Regence’s Adm148 provides an affirmative behavioral-health exception for graduate-prepared clinicians registered with the appropriate state board on a formal licensure track, and state-qualified LMSWs. For an Oregon practice, this means independent licensure is not the only documented starting point for a reimbursable arrangement.
The exception still depends on the actual credential, lawful state scope, qualified supervision and covered member benefits. A master’s degree alone does not establish the required board status. A pre-degree student placement is also not established as eligible by this completed-graduate-education policy.
Oregon registration does not settle the supervisor arrangement
The Oregon board requires active associate registration and a board-approved practice plan. Its guidance permits offsite or external supervision in appropriate arrangements. Regence separately requires the supervising practitioner to be in the same provider group as the associate. The state’s allowance for an external supervisor does not satisfy that narrower payer condition.
Consider an applicant who already has an approved outside supervisor. That may be relevant to the applicant’s licensure experience, but the owner still needs a qualifying Regence supervisory arrangement inside the provider group. Do not assume that the existing outside agreement makes the applicant ready for a Regence caseload on the first workday.
Check who can provide the payer supervision
Adm148 calls for a licensed, credentialed supervisor whose education is at least equal to the associate’s. The supervisor must review treatment documentation, monitor care, meet with associate staff and remain available for consultation. These are ongoing clinical duties rather than a one-time signature on a hiring form.
The policy prevents associates from supervising other associates or independently providing these services in their own practice. An owner should therefore establish supervision capacity and the actual group relationship before assigning patients. The applicant’s state practice plan, group role and payer arrangement should be reviewed together without treating them as interchangeable approvals.
What the claim instructions do and do not establish
SA is expressly required on the service line, and the incident-to service is submitted under the eligible supervisor’s name and identification. The reviewed policy does not expressly choose the rendering-versus-billing role fields or fully specify separate supervisor reporting. Generic NUCC and clearinghouse references explain syntax rather than create a Regence-specific identity mandate.
That remaining implementation work does not erase documented associate eligibility. Resolve the actual claim-role allocation, any roster or advance approval and the member’s patient-telehealth rules. The supervisor’s ability to consult by telephone or video is not itself a patient telehealth benefit or coding instruction.

Keep the card and product visible in the hiring budget
Regence BlueCross BlueShield of Oregon’s routing directory identifies 00851, but a payer ID does not select a covered product or authorize an applicant. Match the actual member plan and provider agreement before counting a visit in the new hire’s expected panel.
The policy names Commercial and Medicare Advantage. Do not infer that every commercially acceptable supervisory profession independently qualifies for Medicare incident-to billing. Medicare-recognized practitioner requirements and enrollment need their own review. This hiring answer also should not be copied to Asuris or another Blue plan solely because the brands share policy language.

Frequently Asked Questions
Can I rely on the applicant’s outside supervisor?
Oregon may permit outside supervision, but Regence requires a qualified supervisor in the same provider group. The state arrangement alone is insufficient.
Can an unregistered master’s graduate qualify solely by degree?
The policy requires the appropriate state-board registration and formal licensure track, not only a completed degree.
