Can an associate or student intern see these clients?

Licensed associate: Moda RPM079 permits approved associates/residents employed by a directly contracted entity in Oregon/Idaho commercial arrangements, outside State Approved Programs.

Unlicensed graduate: A graduate may qualify only through the defined board-approved supervised-practice category, employment and Moda program approval.

Student intern: The program definitions require the completed master’s or doctoral degree. A predegree student is outside this pathway; SAP arrangements are separate.

Moda RPM079 Supervised Behavioral Health Provider Program Requirements

Before assigning insured clients

Ensure contract language authorizes supervised providers, not just ordinary group participation.

Submit roster and contracted-entity attestation and wait for actual program loading/effective approval; 30–45 days is the stated processing estimate.

Budget the reduced program allowance; notify Moda and submit credentialing within 60 days after full licensure.

Scope: Directly contracted Oregon/Idaho commercial program; SAP/COA providers are expressly separate.

A supervised-provider program, with its own enrollment

Moda RPM079, reviewed April 20, 2026, applies to directly contracted commercial arrangements in Oregon and Idaho. It covers specified associates and residents outside Oregon State Approved Programs. SAP providers follow a separate process. The group must first have contract language covering supervised providers; ordinary group participation alone is insufficient.

The application requires a provider roster and contracted-entity attestation. Moda describes registration taking 30–45 days after submission and loads the supervised provider under their own NPI and the entity’s TIN. Confirm the actual effective record rather than interpreting that estimate as retroactive approval.

Claim fields: the supervised therapist is rendering

RPM079 section D expressly rejects billing as though the supervisor rendered the session. It identifies the supervised provider’s NPI in box 24J, the entity’s TIN in box 25, the supervised provider’s name/signature in box 31, and the entity name in box 33. The policy also says supervised associates outside SAPs receive a reduced allowance.

An electronic claim should preserve those identities through the payer’s accepted electronic equivalent. Check the generated claim, not only the clinician profile screen. If software calls every supervised encounter “incident-to,” confirm whether that setting substitutes the wrong NPI.

Example: approved supervision without Moda registration

Illustration: an Oregon group employs a counselor associate with a board-approved supervision plan. The clinical arrangement may satisfy the board, but the biller still needs the RPM079 contract and registration steps. Submitting under the supervisor to bypass an unloaded associate would conflict with the policy’s claim instructions.

A useful launch checklist has separate completion dates for contract coverage, roster/attestation submission, registration confirmation, and claim-preview review. It should also preserve the applicable fee schedule so a reduced program allowance is not automatically treated as an underpayment.

The full-license transition has a deadline

Section G requires notification and a credentialing application within 60 days of licensure. For providers remaining with the entity, Moda explains that the licensed rate begins after its record update and is based on adjudication date, rather than service date. Read the full transition provisions before projecting revenue or rebilling older visits.

Create a transition task when the license changes: notify Moda through the policy’s listed channels, send the required identity and application information, and track the configuration response. Do not assume the NPI staying the same means the enrollment and reimbursement records are unchanged.

No. The policy expressly separates State Approved Programs from this commercial supervised-provider program.
