First identify the person and the service setting
New York’s Medicaid therapy manual expressly permits specified limited-permit and supervised LMSW services. A qualifying limited-permit graduate is different from a student still completing training. An employer should check the actual permit, profession and qualified supervisor before assigning insured appointments.
The state FFS manual supplies positive eligibility evidence. Highmark’s exact managed-care acceptance and claim setup remain a separate contract question. A state permission should not be described as approval of every Highmark private-practice arrangement.

A student-only caseload is not the ordinary student rule
For ordinary student-involved individual or group therapy, the state manual requires the licensed clinician’s continuous attendance with the student and member, active guidance and responsibility for the service. The clinician cannot simultaneously treat another member, supervise another intern or do other work.
The licensed clinician writes and signs the session documentation. A student may add educational documentation, but student documentation does not replace the clinician’s note. Budget the licensed clinician’s time accordingly; this is different from a limited-permit clinician seeing clients under the permit’s permitted supervision.

Designated CFTSS agencies have their own pathway
The children’s CFTSS/HCBS intern and limited-permit guidance separately permits qualifying same-profession supervised work within education-law scope. It directs Medicaid claims to identify the supervisor in the Attending Practitioner field. Unlicensed student interns cannot individually enroll on the basis of placement. A student who independently holds a qualifying NYS professional license may pursue the separate licensed-practitioner enrollment pathway, subject to its requirements.
This program guidance belongs to the designated agency/service framework. Verify agency designation and Medicaid enrollment, applicable OPRA enrollment and the managed-care service contract or approved single-case arrangement. An ordinary therapy group does not become a CFTSS provider merely by employing a student.

Child Health Plus coverage is real, but identity rules still differ
The current CFTSS manual includes Medicaid FFS, Medicaid managed care and Child Health Plus, and identifies CHP CFTSS coverage beginning January 1, 2023. A CHP card therefore should not be dismissed as outside CFTSS solely because it is not Medicaid.
However, Medicaid-only student/permit attending instructions do not automatically establish CHP trainee enrollment or claim identity. Confirm Highmark’s acceptance and the particular CHP service arrangement rather than translating the Medicaid attending field into a professional 24J or electronic-loop instruction.

Complete the supervision and remote-service setup
For a permit holder, confirm the matching profession and supervising practitioner; permit holders cannot independently enroll in Medicaid. For a student, distinguish the ordinary continuously attended session from the separate designated-program guidance.
CFTSS telehealth points to applicable state/OMH requirements, including continuing staff qualifications, supervision and documentation. That does not establish a Highmark private-practice permit-holder telehealth exception. Finish the product-specific contract, documentation and claims setup before offering the role an insured caseload.

Frequently Asked Questions
Does Child Health Plus cover CFTSS?
The current CFTSS manual includes CHP coverage. The specific trainee acceptance, enrollment and claims arrangement still must be verified; Medicaid attending-field guidance is not automatically CHP filing guidance.
Which product and setting does this hiring answer cover?
Highmark New York Medicaid managed care and separately Child Health Plus. Distinguish private practitioner FFS eligibility, Highmark contracted professional services, and designated CFTSS/HCBS agencies. CFTSS benefit coverage includes CHP, but Medicaid-only attending guidance is not automatically CHP filing guidance.
