Can an associate or student intern see these clients?
Licensed associate: Select Health Policy #3 FAQ permits provisionally licensed clinicians’ subsequent incident-to care when a credentialed/contracted clinician actually performs the initial evaluation and controls official plan changes; enforcement begins January 1, 2027.
Unlicensed graduate: A graduate without provisional licensure does not qualify merely through supervision; do not treat existing-patient grandfathering for provisional clinicians as an unlicensed-provider waiver.
Student intern: Unlicensed students do not qualify under the FAQ’s provisional-provider incident-to route.

Before assigning insured clients
Have a credentialed/contracted provider perform the initial evaluation; later chart review cannot replace it.
Arrange general mental-health supervision and supervisor responsibility for official plan changes.
Inventory January 1, 2027 transitions: provisional existing-patient grandfathering versus unlicensed cases requiring a new qualified evaluation and a valid ongoing care route.
Scope: Select Health Policy #3 FAQ; confirm full policy/product. Fully licensed enrollment-pending clinicians have separate out-of-network considerations.

Put the initial evaluation on the right calendar
Select Health’s Policy #3 FAQ requires a credentialed, contracted provider to perform the initial evaluation for incident-to reimbursement. Later review of someone else’s evaluation does not satisfy that requirement. Subsequent visits may be performed by provisionally licensed clinicians when all incident-to criteria are met; unlicensed students do not qualify.
This makes intake scheduling a billing decision. Before assigning a new member’s first appointment, identify the provider who will actually evaluate the patient and establish the plan. A supervisor’s availability or later signature does not turn an associate-performed evaluation into a supervisor-performed one.
January 1, 2027: separate new and existing patients
The FAQ describes the criteria as already in effect, with enforcement beginning January 1, 2027. It describes grandfathering for existing patients of provisionally licensed providers, but not for unlicensed supervised providers. The latter need a new evaluation by a credentialed/contracted provider for reimbursable care under the described arrangement.
An operational preparation list should therefore separate new intakes, established patients of provisional clinicians, and patients of clinicians without provisional licensure. Ask Select Health about ambiguous transition cases, including benefit changes, rather than assuming every existing chart is grandfathered.
Continuing treatment and changes to the plan
The FAQ calls for general supervision in mental health and reserves official care-plan changes to the credentialed/contracted supervisor. It does not create an initial-evaluation exception for telehealth-only provisional clinicians.
Consider a hypothetical intake booked directly with a provisional therapist. If the practice wants incident-to reimbursement under this pathway, it should resolve the evaluation assignment before the visit. If the treatment plan later needs a material change, route that clinical decision to the supervisor instead of treating a recurring co-signature as the whole process.
Questions to settle before configuring claims
Request the complete applicable Policy #3, confirm the member’s product and service coverage, and obtain the claim-field instructions for the arrangement. The FAQ explains who must deliver care but does not supply a complete electronic-claim implementation. Do not invent a modifier or rendering loop from another insurer’s guide.
For a fully licensed clinician awaiting credentialing, the FAQ points to out-of-network billing rather than the provisional-provider pathway. Keep that population separate from associates when planning enrollment and patient communications.

Frequently Asked Questions
Can a supervisor simply review an associate’s initial evaluation later?
The FAQ says no. A Select Health credentialed/contracted provider must perform the initial evaluation for the described reimbursement route.
Does the 2027 grandfathering include unlicensed students?
No. The FAQ distinguishes provisionally licensed clinicians from supervised clinicians without provisional licensure.
