Can an associate or student intern see these clients?
Licensed associate: Quest stopped provider credentialing effective September 2026 and provider contracts terminate December 31, 2026. Previously accepted licensed associates may meet the remaining applicable benefit conditions, but a new hire cannot be budgeted on an ordinary new Quest enrollment. Any transition SCA requires its own documented eligibility.
Unlicensed graduate: An unlicensed graduate cannot use supervisor-substitution billing under the standard outpatient rule; licensed associates are a different category.
Student intern: The standard outpatient pathway requires a valid license. An unlicensed student cannot use a supervisor’s license/NPI to satisfy it.

Before assigning insured clients
Do not count on a new ordinary Quest credentialing application: credentialing stopped in September 2026. Confirm existing clinician acceptance or actual eligibility for the short-term transition SCA, available for current treating providers participating in or pursuing the member’s successor network; it is not automatic new-hire approval.
Verify individual credentialing/acceptance and the exact employer benefit and service date.
Confirm the program is still administered by Quest: UPHS/UPENN ended June 30, 2026; WellSpan BH/EAP continues through December 31, 2026; other employer dates differ.
Use treating clinician NPI in 24J, required signature/name in 31 and applicable authorization in 23.
Scope: Quest BH/EAP employer benefit and service date must be confirmed. UPHS/UPENN transitioned July 1, 2026; WellSpan transitions January 1, 2027. Quest contracts end December 31, 2026, and credentialing ceased in September 2026. Do not infer successor-network permission.
Policy research reviewed October 17, 2026. Apply the policy version and participation terms governing the date of service.
Before a Quest outpatient claim, confirm the service-date benefit, clinician and participation arrangement. The current 2026 manual and Fall newsletter govern wind-down decisions; Winter 2026 supplies claim-identity details. Licensed-associate eligibility does not reopen enrollment or transfer approval to a successor carrier.
Match the employer, benefit and successor date
The Fall tables set UPHS and UPENN transitions at July 1, 2026, and WellSpan’s at January 1, 2027. UPHS lists Lyra and Carelon for specified behavioral-health services and Penn Medicine EAP for EAP. UPENN lists Independence Blue Cross for behavioral health and CuraLinc for EAP. WellSpan lists Lyra/Carelon for specified behavioral-health services and Lyra for EAP.
Check the service-specific table and member benefit. Other employer cutovers vary. Quest participation, authorizations and associate eligibility do not establish successor-network permission; verify the new carrier’s requirements separately.

Separate existing participation from new enrollment
The manual lists licensed supervised master’s clinicians, but Fall 2026 says credentialing stopped in September 2026 and provider contracts terminate December 31, 2026. Do not treat its generic application process as open enrollment.
Transition SCAs are conditional: providers must currently treat members and participate in, or actively pursue, the future carrier’s network. Remaining out of network or failing its credentialing requirements may make a provider ineligible. Obtain approval; neither an SCA nor payment is guaranteed.

An associate is not a supervisor-NPI substitution
Winter 2026 expressly includes state-licensed independent and associate master’s clinicians, excludes bachelor’s-level licensed providers, and rejects incidental, incident-to and supervisory billing. For standard outpatient claims, put the actual treating clinician’s NPI in 24J. Do not resubmit under another clinician to obtain payment.
Box 31 needs that renderer’s signature or printed name; “Signature on File” is unacceptable. Put the current authorization in 23 when applicable. This licensed-associate listing does not establish every associate’s network participation or contract approval.

EAP and non-EAP use different claim routes
The current provider page lists EAP payer 10956 and behavioral-health payer 44219. Select the actual visit benefit; the employer name alone does not distinguish an EAP session from a health-plan session.
The 2026 manual requires HJ on EAP claims, eligible member/provider/service, available sessions, current authorization where required, and contracted codes matching authorized services. Include the primary payer’s EOB when Quest is secondary. A supervisor’s participation cannot replace the actual renderer or create additional EAP sessions.

Telehealth and autism have separate checks
For telehealth, document the member’s physical location each visit and hold the required license there. Winter 2026 calls for appropriate telehealth modifiers and POS but gives no exact code combination; confirm it for the benefit.
Autism roster billing is a separate exception: practice NPI in 24J with provider-type modifiers. Do not extend that instruction to ordinary psychotherapy or use it to replace an associate’s rendering NPI.

Apply earlier filing deadlines and the final cap
Fall p.1 caps claims and corrections for services through December 31, 2026 at December 17, 2027, while preserving applicable timely-filing requirements. Apply both: any earlier filing deadline and that final cap. The live FAQ’s one-year rule does not promise an extension to the cap. For December 18–31, 2026 services, the cap falls before the one-year anniversary; clarify uncertain claim-specific deadlines in writing.
Tapestry Link accepts no new users. For corrected professional claims, enter code 7 and the original claim number in box 22, including original content with applicable corrections.

Frequently Asked Questions
Does an EAP authorization approve an unlicensed trainee?
No such permission is established. Quest’s current FAQ says unlicensed providers are not reimbursed. Confirm the actual clinician’s credential and participation before treatment.
Is HJ a supervisory modifier?
The 2026 manual requires HJ for EAP claims. It does not authorize supervisor-NPI billing or establish trainee eligibility.
Can I rely on an old authorization after the employer changes administrators?
Verify the successor’s benefit, network and authorization rules. The transition dates do not transfer Quest approval or supervisory-billing permission to another carrier.
