Oscar’s behavioral-health partner matters to the hiring decision

Oscar’s April 2026 provider manual identifies Optum as the behavioral-health partner. Under Optum’s July 2026 policy, the supervised-services pathway applies in California, Colorado, Hawaii, Iowa and Massachusetts (CA, CO, HI, IA, MA); in other states, Optum must have previously approved the arrangement. The member’s commercial or exchange benefit and the provider agreement must be governed by this policy; Oscar’s delegation alone does not establish eligibility.

Where the Optum pathway applies, it recognizes qualifying clinicians who cannot yet practice independently, including nonlicensed clinicians meeting the guide’s minimum master’s-level education and training requirements. This is not a generic student-placement benefit. A person still earning the qualifying master’s degree is different from a graduate accruing licensure hours; a more advanced student who already holds the degree must still meet the remaining requirements.

Associates, students and graduates have different answers

Oscar’s April 2026 manual delegates behavioral health to Optum. This pathway excludes ABA, nonroutine services and services provided by state-licensed entities; supervised E/M services are also excluded.

Optum’s guide requires at least a master’s degree for nonlicensed BH clinicians. A student still earning that degree does not fit this route; an advanced student who already holds it still must meet all training, state and contract requirements.

A nonlicensed master’s graduate may qualify with required training, lawful scope and supervision under the applicable commercial/exchange member and provider agreement. Under Optum’s July 2026 policy, the supervised-services pathway applies in California, Colorado, Hawaii, Iowa and Massachusetts (CA, CO, HI, IA, MA); in other states, Optum must have previously approved the arrangement. This pathway excludes ABA, nonroutine services and services provided by state-licensed entities; supervised E/M services are also excluded. Graduation alone is insufficient.

Before assigning insured clients

Confirm the applicable Oscar commercial/exchange member benefit and provider agreement. Under Optum’s July 2026 policy, the supervised-services pathway applies in California, Colorado, Hawaii, Iowa and Massachusetts (CA, CO, HI, IA, MA); in other states, Optum must have previously approved the arrangement. Establish previous Optum approval before relying on this pathway outside those five states. The April 2025 QRG geography is incomplete relative to the July 2026 policy; this is not a newer state exclusion.

Validate supervisee degree/training/state scope and supervisor eligibility before assigning covered routine outpatient services.

This pathway excludes ABA, nonroutine services and services provided by state-licensed entities; supervised E/M services are also excluded. Confirm the intended service and entity are within scope before assigning clients.

Configure the documented U5 and supervisor claim fields only after applicability is established; apply telehealth rules separately.

Eligibility comes before claim configuration

The April 2025 QRG predates the July 2026 policy’s five-state geography and is incomplete because it omits Hawaii; do not describe that difference as newer state exclusions. This pathway excludes ABA, nonroutine services and services provided by state-licensed entities; supervised E/M services are also excluded. The commercial/exchange and member-contract conditions still apply in the five named states, and previous Optum approval is required elsewhere. Once all eligibility conditions are established, configure the documented supervisor fields and U5 workflow. Telehealth coverage and modality instructions remain separate checks.

Oscar BH delegation to Optum, conditional on the applicable commercial/exchange member benefit and provider agreement. OSCAR medical routing does not establish this permission.
