Can Associates Bill Magellan in California or Idaho?

Can an associate or student intern see these clients?

Licensed associate: Magellan’s California supplement reimburses eligible associates/interns in its defined California regulated-plan scope, with qualified network supervision, documented review, co-signatures, verification of training and written member consent. Idaho has a separate supervisory arrangement with unresolved public claim conflicts.

Unlicensed graduate: A graduate fitting the California eligible associate/intern category can use the documented pathway after qualification and supervision requirements are met. Graduation alone does not establish eligibility.

Student intern: California’s phrase associates/interns is not a complete definition of pre-degree student eligibility. Verify the candidate’s lawful credential/program and contract scope rather than labeling all students eligible. Idaho likewise needs its own qualification rules.

Before assigning insured clients

Verify California regulated-plan/contract scope and candidate education, eligibility, work history and training.

Arrange regular individual supervision, chart documentation, co-signed plans/notes and written member consent.

For California claims use primary HL and applicable modality second; obtain unresolved NPI mapping.

For Idaho resolve conflicting billing-organization identity and master’s modifier pair before configuring claims.

Scope: California Knox-Keene plans/EAP scope stated in supplement; not every Magellan product. Idaho IBHP is separate despite shared 01260 routing.

Policy research reviewed October 17, 2026. Apply the policy version and participation terms governing the date of service.

Identify the member’s program before copying a claim example

Magellan’s California associate/intern pathway and the Idaho Behavioral Health Plan (IBHP) supervisory protocol are separate policies. Establish the member’s customer/product, state and applicable practice contract before using either. A Magellan payer label or electronic routing identifier does not establish supervised-service eligibility. This guide explains California filing details and a separate Idaho conflict; it does not supply a national recipe.

A concrete 2026 boundary: Blue Shield of California’s December 2025 transition FAQ says affected behavioral health services previously administered by Magellan moved to Blue Shield’s direct management for dates of service beginning January 1, 2026. This includes the specified fully insured commercial HMO/PPO and group Medicare Advantage plans; for ASO and Shared Advantage, the transition concerns ABA because other behavioral health services were already directly managed. Use Blue Shield’s own current rules for affected services, with the FAQ’s exception for facility-based treatment already mid-stay at the transition. The FAQ expressly excludes Magellan carve-out contracts for other insurers; it does not establish that all Magellan California business ended.

The California supplement’s SB 855 section describes reimbursement for covered services by eligible associates/interns. The supervisor must be Magellan-credentialed, or credentialed through an applicable delegation agreement, and in good network standing. Requirements include ongoing one-to-one supervision documented in the member’s chart, supervisor co-signatures on treatment plans and progress notes, and written member consent acknowledging treatment by a noncredentialed clinician.

The supervisor verifies training and education, including professional-license eligibility, work history and applicable specialized training. Services and supervision must meet Magellan requirements and lawful professional scope. On full licensure, a clinician in a group setting must apply for in-network credentialing to continue serving Magellan members. Claims use the organization’s TIN and record, with reimbursement based on the supervisor’s contract and schedule; these statements do not specify an associate rendering NPI.

Put HL first; the modifier element is documented

The dedicated California associate sheet places HL in the first modifier position, followed by GT or 95 when applicable. On CMS-1500, modifiers go in field 24D. For 837P, the primary modifier is SV101-3, with additional positions SV101-4, SV101-5 and SV101-6. The sheet also identifies 837I positions SV202-3 through SV202-6. These are literal payer modifier instructions, not authority to populate an unmentioned supervisor loop.

An office billing template that puts the modality modifier first therefore needs review against the California associate instruction. Establish the eligible service and provider arrangement before applying the sequence; a valid modifier position does not make an otherwise ineligible service covered.

For California telehealth, distinguish video from audio-only

The California telehealth instructions revised January 13, 2026 require completion and return of the Telehealth Services Provider Attestation. They specify GT or 95 for video and FQ or 93 for permitted audio-only services. Audio-only availability is limited to appropriate listed services when the member lacks access to two-way audiovisual technology or does not consent to its use. Member benefits and applicable authorization still control.

For organizational professional claims, the license-level modifier comes first and telehealth or audio-only modifier second. On CMS-1500 or 837P, use POS 10 when the member is at home and POS 02 elsewhere. Hypothetical example: assuming an eligible California associate arrangement, covered video psychotherapy, required attestation and a member at home, the supported sequence is HL first, GT or 95 second, with POS 10. This illustrates formatting, not a payment outcome. Supervisor availability by video does not determine the patient’s service modality.

Idaho eligibility: the addendum does not waive supervision or credential restrictions

The current IBHP supplement’s page 10 requires direct supervision by the licensed supervising practitioner for services by noncredentialed practitioners under the protocol. It also excludes practitioners who fail Magellan’s credentialing and participation requirements because of encumbered or restricted licensure, certification or other credentials: they may not treat members and are not covered by the supervisory protocol. An executed addendum does not bypass these conditions or expand lawful professional scope. California’s regular one-to-one supervision wording should not replace this Idaho requirement.

Idaho: agreement on 24J and 19 does not settle 33/33a

IBHP requires an executed supervisory-protocol addendum. The job aid, official correction and current handbook agree on the supervisor’s individual NPI in 24J and supervisee’s name in 19. Billing identity remains conflicted: the correction, dated October 20, 2025 in the official archive, directs the billing group/organization into 33/33a. The handbook effective August 1, 2026 still directs the supervisor there in its supervisory section, although its generic NPI section uses billing Type 2 in 33a/2010AA.

The correction also specifies supervisor signature/date in 31 and service-location information in 32/32a. Those are correction-specific directions, not a fully reconciled claim recipe. Obtain written payer resolution of the organization’s 33/33a identity before treating either conflicting instruction as settled.

Idaho’s master’s modifier pair remains a second, separate conflict

The job aid identifies UD for master’s-level supervision. Its organization-only example gives UD+UD, while the adjacent license-level table assigns AJ to master’s level. The current handbook likewise contains UD supervisory guidance and an AJ organizational license table. The form-field correction does not resolve that pair. No organization master’s modifier sequence is recommended here.

Hypothetical example: an IBHP organization with its addendum cannot resolve this by borrowing California’s HL sequence or substituting a guessed pair. Written clarification must address both the organization billing identity and the master’s modifier sequence. California’s rendering/supervisor NPI mapping also remains unspecified by the reviewed California papers; Idaho fields cannot fill that gap.

Frequently Asked Questions

Does primary HL apply nationally to Magellan claims?

No. The cited instruction belongs to the California associate/intern pathway and must be tied to the applicable member product and contract.

Is California telehealth still entirely undocumented?

No. The dedicated papers establish modifier positions and attestation, modality and POS conditions. Associate rendering and supervisor NPI mapping remain unspecified.

Should Idaho box 33a contain the supervisor or the organization?

The public supervisory instructions conflict. The official correction says organization; the current handbook’s supervisory section still says supervisor. This guide selects neither as a settled instruction.

Does the Idaho correction fix the master’s modifier pair?

It addresses form fields, without resolving the incompatible UD+UD example and AJ master’s license table. No pair is recommended.
