Can Associates or Interns See First Choice Health EAP Clients?

By Bomi Health • August 27, 2026

Policy research reviewed October 17, 2026. This hiring guide separates a documented pathway from the conditions still to confirm for your clinician and member benefit.

Start by identifying the service you will assign

If your hiring plan depends on First Choice Health EAP referrals, use the EAP’s published provider requirements when evaluating the candidate. Its application calls for a fully licensed behavioral-health professional with a counseling-related master’s degree or higher. A master’s degree plus associate registration is not the same qualification.

First Choice Health also operates a PPO network. Its PPO materials describe payor-specific benefits and administration. Confirm whether the client is using an authorized EAP benefit or medical-plan coverage before estimating the new clinician’s insured caseload.

EAP Provider Manual

Check the actual license rather than its shorthand

The EAP application gives examples including LCSW, LICSW, LMFT, LMHC, LCPC, LPC and psychologist, while noting that license titles vary nationally. Check what the candidate’s license permits in the relevant state. A familiar title is not proof that an associate license meets a full-licensure standard.

For this application pathway, a student intern or unlicensed graduate fails the full-licensure minimum. The site also requires malpractice liability insurance of at least $1 million per claim and $3 million aggregate. In-person and telehealth referrals are available to qualifying providers; offering video sessions does not waive the license requirement.

Arrange the EAP case before the first visit

The published EAP manual describes a referral with a case number, authorized sessions and required paperwork. When a client contacts the practice directly, the manual directs them to First Choice EAP before their first session so eligibility and authorization can be established.

Payment requests use the supplied EAP forms. Under the EAP contract described in that manual, providers cannot bill the employer, client or client’s healthcare insurance company for those services. The manual is dated 2020; confirm the current referral packet’s deadlines and terms rather than treating this older process document as a new plan amendment.

EAP Provider Manual

Evaluate ongoing PPO therapy separately

A client continuing after EAP sessions needs a separate health-benefit assessment. The EAP manual directs providers to verify ongoing insurance benefits and any required precertification. The EAP authorization does not carry a new associate into the client’s medical benefit.

The reviewed PPO manual is a 2024.1 document on an official UAT host. An indexed network application suggests an associate credentialing restriction, but direct access returned 403. That lead is insufficient to declare all PPO associate services excluded or to infer a supervisor-billing exception. Obtain the actual payor’s current provider eligibility and participation terms for the candidate.

For example, two candidates may both have counseling master’s degrees while only one has the full state license required by the EAP application. That difference changes EAP participation eligibility. It does not settle which PPO patients either candidate can treat under a separate health-plan contract.

Frequently Asked Questions

Can I assign First Choice EAP cases to my associate under my own license?

The published EAP application requires a fully licensed provider. The reviewed materials do not establish a supervisor workaround for an associate who fails that minimum.

Does the EAP restriction mean all First Choice PPO plans exclude associates?

No such network-wide conclusion was established. PPO eligibility must be determined under the actual payor and provider arrangement.

Can a student qualify because the supervisor has an EAP contract?

A student does not meet the application’s full-licensure minimum. A supervisor’s contract is not evidence that the student is an eligible EAP provider.
