Plan staffing by the service component
A Louisiana agency hiring for Humana Healthy Horizons should start with the work the employee will perform. The 2026 manual allows specified provisional and master’s-level personnel for certain CPST components, while reserving assessment and treatment planning for fully licensed mental-health professionals. That distinction changes the hiring plan: an agency can have a documented role for a PLPC or PLMFT without being able to assign that employee every task in the service.
The rule concerns the specified services delivered through a licensed and accredited provider agency. It does not establish general commercial psychotherapy permission for anyone with a Humana card. Match the patient’s Louisiana Medicaid product, agency qualifications, proposed service and staffing role. A supervisor arrangement cannot be assumed to remove a component’s explicit fully licensed staffing requirement.
Associates, students and graduates have different answers
Humana Healthy Horizons Louisiana lists PLPC, PLMFT, LMSW and CSW within service-specific qualifications. Other CPST components may use these categories, but CPST/PSR assessment and treatment planning require fully licensed professionals. This is not blanket outpatient psychotherapy permission.
The cited category is an intern in an APA-approved psychology internship program, not a generic counseling or social-work student placement. Eligibility remains service/component-specific.
For the documented CPST components, the candidate must hold a named provisional/master’s credential or qualify as an APA-program psychology intern. The adjacent PSR rule separately permits some bachelor’s-qualified personnel for eligible non-assessment work; do not turn the CPST restriction into a ban on all unlicensed graduates. Assessment/treatment planning still requires a fully licensed professional.
Before assigning insured clients
Bind the patient to Louisiana Healthy Horizons and the intended service/component and setting.
Confirm the service is delivered through the required licensed and accredited provider agency; the CPST component rule is not a freestanding private-office psychotherapy permission.
Reserve CPST/PSR assessment and treatment planning for fully licensed staff; match other CPST tasks to permitted personnel.
Confirm enrollment, supervision, authorization and claim mapping for the exact service instead of importing commercial supervisory modifiers.
Behavioral health credentialing and resources
Intern does not mean any student placement
The manual names psychology interns from an APA-approved internship program. Do not use that phrase to approve an ordinary counseling practicum or a social-work placement. Likewise, CPST qualification limits should not be generalized to every PSR staffing role: the adjacent PSR provision separately describes eligible bachelor’s-level personnel, while assessment and treatment planning remain reserved for fully licensed staff. Verify the precise role rather than collapsing these categories.
Claim identity and product limits
No universal supervisor-rendering NPI or modifier mapping is supplied by these qualification passages; obtain the service-specific protocol.
2026 Louisiana Healthy Horizons Medicaid only. No inference to Humana commercial, Medicare Advantage, other states or every service.
