Does supervised mean nonlicensed?
For Kansas hiring, those categories must remain separate. The approved August 2023 state-plan amendment recognizes certain licensed mental-health practitioners practicing under qualified supervision. That supplies positive eligibility context for a clinician who actually holds the relevant license, rather than proving that only independent licensees can ever furnish a covered service.
The June 2026 KMAP mental-health manual separately excludes psychotherapy by nonlicensed persons and payment for an LMHP’s supervision of that therapy. Its express scope is traditional FFS. That restriction is a meaningful hiring boundary for FFS, but neither Healthy Blue nor UnitedHealthcare can be assigned a universal prohibition solely from that manual.

Healthy Blue Kansas: enroll and obtain the actual plan decision
KMAP enrollment and Healthy Blue participation are different steps. The state enrollment process sends approved applications to selected MCOs for their review; it does not accept every supervised license into every network arrangement.
Healthy Blue’s professional-claim policy identifies an individual servicing NPI as rendering and the group NPI as billing. This is useful operational context once the clinician is accepted. It is not permission to substitute the supervisor for an unapproved trainee. Obtain the decision for the exact license, service, setting and date before assigning Healthy Blue clients.

UnitedHealthcare Community Plan: identify the Optum arrangement
UHC’s Kansas manual delegates behavioral health to Optum and describes KMAP/NPI participation requirements. The specific supervised clinician must still fit the Medicaid network and contractual arrangement.
Optum’s supervisory reference guide separates commercial policy from Medicaid. Commercial U5, DQ or supervising-loop examples therefore do not settle Kansas Medicaid filing. The exact assigned behavioral-health submission route was not recovered; a general UHC route identifier is not enough to complete that setup.

Before hiring a student or unlicensed graduate
A student and a post-degree person without a license must not be described as licensed-under-supervision clinicians. No plan-specific psychotherapy permission for those categories was established in this review. That is an unresolved MCO eligibility question, rather than proof that every KanCare service excludes them.
Collect the actual credential and proposed employer/program role, arrange the qualified supervisor, complete the appropriate enrollment steps and obtain the selected MCO’s acceptance and claim instructions. Current consolidated state-plan text and some plan clinical criteria were inaccessible; the dated amendment remains dated evidence rather than a substitute for the current contract.
