Florida intern does not always mean student
A Florida registered mental-health counselor intern is a post-degree registered practitioner working toward licensure. The board requires the registration and approved qualified supervision for that clinical role. That is different from a student still completing a degree.
The licensing board’s authorization answers whether the person may practice under its rules. It does not establish Medicaid enrollment, an agency’s rendering NPI arrangement or a particular managed-care contract’s payment permission.

The therapy coverage policy identifies an agency pathway
AHCA’s behavioral-health therapy policy requires the listed providers to be employed or contracted with a community behavioral health agency. It permits individual and group therapy by specified licensed professionals, master’s-level certified addiction professionals and master’s-level practitioners. Bachelor’s-level practitioners and certified addiction professionals have a group-only category under this policy.
Those are useful staffing distinctions before hiring: a group-only practitioner category does not support assigning individual-therapy visits. An ordinary private practice also should not assume it is the community behavioral health agency described by this benefit.

A master’s degree is a starting point, not the whole definition
A graduate who actually satisfies Medicaid’s applicable master’s-level practitioner definition and the agency conditions can fit the documented category. This review did not recover the current controlling definition sufficiently to establish that every registered intern automatically qualifies.
For an actual student placement, no general pre-degree individual-therapy pathway was established. Do not convert the licensing-board intern label into permission for a school placement, or assume that the policy’s bachelor’s group category accepts every enrolled student.

Arrange the clinical role and the payer relationship separately
For an RMHCI hire, verify issued registration, approved qualified supervision and the required matching supervision logs and cadence. Separately verify the agency’s Medicaid participation, the exact practitioner category and permissible services, and the clinician’s enrollment or roster handling.
Then identify whether the member is covered through FFS or a named SMMC plan. The assigned Florida Medicaid/AHCA route is not a particular SMMC insurer and does not prove that a given member is FFS. Review the current fee schedule and applicable authorization requirements for the actual service.

Resolve the billing setup before assigning covered visits
Obtain the actual renderer identity and any supervising-provider fields from AHCA or the identified plan. The cited coverage and licensing materials do not settle whether a particular registered intern uses an agency, individual or supervisor NPI, nor establish a Medicaid cosign deadline.
Keep any remote-service decision attached to the approved provider category and current service rules. A board supervision log or a fee-schedule telemedicine notation cannot fill an unresolved clinician-eligibility or contract decision.

Frequently Asked Questions
Does registered-intern status automatically establish Medicaid billing?
No. It establishes a clinical registration category. The Medicaid practitioner definition, community-agency arrangement and actual payer participation must also support the proposed service.
Which product and setting does this hiring answer cover?
Florida AHCA behavioral-health therapy agency benefit; member FFS versus named SMMC plan must be verified. Board-authorized RMHCI supervision is clinical authority and is not Medicaid enrollment or payment approval.
