Can Associates or Registered Interns Bill Florida Blue?

Choose the patient group before assigning the clinician

Lucet’s July 2026 manual approves interns and provisionally licensed professionals for the Florida Blue PPO entry, excluding Medicare Advantage. Its HMO entry is labelled for Hillsborough and Palm Beach counties and also carries exclusions. Do not expand that county-labelled entry into statewide permission.

The Florida Blue FEP and Medicare Preferred HMO entries mark these professionals not approved. Tampa General Hospital and Polk County Public Schools also have explicit nonapprovals in separate employer appendices. A practice considering an associate can have both eligible and excluded patients carrying a recognizable Florida Blue identity. The hiring budget needs that distinction.

Why payer ID 00590 is not a hiring answer

The named employer appendices list 00590 even though they do not approve interns/provisional professionals. The same routing number therefore cannot establish that a particular member may receive reimbursable services from the new hire. Identify the member’s product and employer-group appendix, rather than assuming the general PPO entry applies.

A useful assignment worksheet records each intended patient’s actual benefit administrator and group alongside the candidate credential. An excluded employer group should not be moved onto the associate’s insured schedule merely because the billing software already has a working Florida Blue destination. Changing the rendering identity or adding a modifier cannot reverse the appendix’s exclusion.

A registered graduate intern is not a student placement

Lucet’s general section relies on applicable state licensure or registration, credentials in good standing and use of the clinician’s true title. It does not establish blanket payment for college practicum students or unregistered graduates. Confirm the actual state-authorized status instead of treating the practice’s job title as a coverage category.

Arrange a Lucet-credentialed, state-qualified supervisor in the same organization. The manual requires disclosure and consent, supervisory availability, credential/background checks and no payment from supervisee to supervisor in exchange for supervision. The current July 2026 manual’s Billing Submission section (PDF p.73) retains an entire-session presence condition for billing services rendered by interns and provisionally licensed professionals. Read that alongside §2’s supervisor-availability wording and the applicable appendix approval; the approval does not by itself resolve how those provisions apply together. Obtain applicable payer/contract reconciliation before budgeting remote-only oversight. The reviewed text does not establish a state exception or define what presence means for a particular modality.

Resolve claim identities after eligibility

Florida’s general claim guidance distinguishes the group Type 2 billing NPI from the individual rendering NPI. The supervised-intern subsection directs use of the supervisor’s NPI and lists GC, HO and HP only as applicable. Do not put a group NPI into an individual rendering role or append all three modifiers. Application to each provisionally licensed nonintern category remains to be clarified.

The reviewed sources do not establish a complete extra-supervisor field or 837P recipe, nor the combined associate/patient-telehealth coding. These are implementation questions for an otherwise approved arrangement. They do not erase the PPO approval, expand the HMO geography or undo an express FEP, Medicare or employer-group exclusion.

Frequently Asked Questions

Does 00590 prove my associate’s visits are approved?

No. Tampa General Hospital and Polk County Public Schools list that route while expressly not approving interns/provisional professionals.

Can a student use the registered-intern pathway?

A student title alone does not satisfy the manual’s credential and registration conditions. Student placement eligibility is not established here.
