Identify the benefit before promising an insured caseload
For Highmark Health Options Delaware, a supervised-clinician hiring decision starts with the service benefit and program. Independent licensed-behavioral-health-practitioner coverage is not a general permission to bill every associate or unlicensed therapist under a supervisor.
The reviewed independent-benefit text includes a specific exclusion for services by psychologist-supervised assistants and postdoctoral personnel and identifies other benefit routes. Respect that scoped exclusion without inventing a universal prohibition across every Delaware behavioral-health program.

A licensed program has a different staffing question
Delaware’s adult behavioral-health certification and reimbursement manual describes separately licensed SUD/OTP program roles, including qualified unlicensed counselors and behavioral-health technicians. These are program staffing pathways. They do not make the same employee an independently eligible LBHP in an ordinary psychotherapy practice.
For the applicable unlicensed-staff provision, the manual requires QHP availability and limits the supervised unlicensed staff count to ten. Verify that the actual program and role fall under that provision rather than copying the ratio into unrelated services.

Associate, graduate and student need different evidence
An associate title does not establish independent enrollment when that category is absent from the identified independent-provider list. A graduate can be considered for a documented program role only after satisfying its actual education, training, licensure and supervision rules.
No general student-intern private-practice payment pathway was established. A school placement is not automatically one of the unlicensed program roles, and a postdoctoral exclusion should not be paraphrased as permission for a different unlicensed psychotherapy credential.

DSAMH Provider Enrollment Questions & Answers
Arrange enrollment and the actual Health Options contract
Before assigning insured clients, establish the relevant benefit owner, program certification/licensure and DMAP enrollment. Check the precise staffing qualification and supervisor availability. The current provider-enrollment questions describe program intake; they do not establish an individual associate’s independent billing rights.
Confirm that the Health Options agreement or the applicable program payment arrangement covers that service by that staff category. EPSDT, rehabilitation, HCBS and SUD/OTP references are separate coverage possibilities with their own conditions, not automatic workarounds for an excluded independent service.

Do not use generic fields to decide eligibility
The reviewed sources did not establish the supervised renderer, a mandatory separate supervisor loop, an alternate-program modifier or supervised telehealth terms for the proposed HHO arrangement. Obtain those instructions for the accepted benefit and role.
That claims gap does not erase a documented program staffing pathway. It does mean the practice should finish the specific participation and service setup before counting those appointments as reimbursable under Health Options.

Frequently Asked Questions
Can a program’s unlicensed-counselor role justify private-practice supervisor billing?
No such transfer is established. The licensed-program role and independent LBHP benefit have different qualifications, exclusions and payment arrangements.
Which product and setting does this hiring answer cover?
Highmark Health Options Delaware Medicaid. Distinguish independent LBHP services from EPSDT, rehabilitation, HCBS and licensed SUD/OTP program benefits. New York Highmark rules are unrelated.
