Medi-Cal: Provider Portal User Access Versus PAVE
By George Ruan • October 25, 2026
An invitation to PAVE does not grant access to the separate Medi-Cal Provider Portal. Before changing permissions, match Bomi’s requested task and provider NPI to the correct system.
Instructions checked October 25, 2026 against the official sources below. Menu names can change; use the stated support route if your screen differs.
Sections
Choose the correct system
PAVE: provider enrollment profiles and applications. Use the illustrated PAVE invitation guide below for My Tools → User Administration → Invite User.
Medi-Cal Provider Portal: provider organization functions, including provider directory updates. DHCS identifies Organization Administrators and NPI Administrators for directory changes. An Organization Administrator adds users and assigns permission levels.
A practice and an individual provider can have different records. Use the exact NPI and organization specified in the request; access to one does not prove access to the other.
Request the correct Provider Portal access
Have the existing Organization Administrator sign in through the official Medi-Cal provider website. Use the Provider Portal User Guide: Provider Organization linked from its portal resources.
Provide the administrator with Bomi’s exact named user and email, the intended organization/NPI and requested task. Ask them to use the guide’s user-administration instructions to add the existing user and assign only the permissions needed.
If the administrator cannot locate the function or the organization is not registered, call the Medi-Cal Telephone Service Center at 800-541-5555. Ask for help with the Provider Portal organization and user administration, explicitly distinguishing it from PAVE.
What to say when the option is missing
“Our organization needs to authorize an existing billing user in the Medi-Cal Provider Portal for [specific task and NPI]. Please confirm our Organization Administrator, show us the current user-addition steps and identify the appropriate role. We are not asking to start a new PAVE enrollment.”
We have not verified the private user-addition screen’s current button labels. The official user guide or service-center walkthrough is the source for that step; do not substitute the PAVE screenshots.
Confirm the outcome
Tell Bomi which portal, organization/NPI and permissions you changed. Bomi must verify that the named user can perform the intended task. If PAVE access is also required, complete that separate invitation with the specific role Bomi requested.

Frequently Asked Questions
Does PAVE access also grant Provider Portal access?
No. They are separate systems and can involve different organization and individual-provider records.
Who can change Provider Portal permissions?
DHCS says the Organization Administrator adds users and assigns permission levels. Ask the service center for the current user-administration walkthrough if the option is missing.
