Can your new hire see Cigna or Evernorth clients?
Conditional: Evernorth’s September 2026 guidelines allow billing for professional services performed by supervisees where state licensing regulations permit it. The fully credentialed provider is listed as rendering. This is an affirmative supervised-services pathway, rather than a reason to assume every prelicensed hire is excluded.
For a licensed associate or an unlicensed graduate, establish that the person may lawfully perform the specific services under the intended supervision in the service state, and that the Evernorth agreement and member benefit apply. For a student intern, do that same category-specific check before treating a school placement as a billable supervisee arrangement. The cited provision does not publish one national list of eligible associate licenses or student placements.
A fully licensed therapist whose credentialing is pending presents a different issue: the guidelines retain credentialing requirements for fully licensed providers. Do not use the supervisee rule as a substitute for that therapist’s enrollment.

Before promising a Cigna caseload
Identify who administers behavioral health on the member’s card, the applicable product and your participating agreement. Confirm the state-permitted supervision relationship and the fully credentialed supervisor, then obtain any arrangement-specific enrollment or approval terms before assigning insured appointments. The public professional-services provision alone does not supply a complete roster procedure or guarantee every employer plan pays.
Keep the actual treating clinician and supervision in the clinical record even where the claim lists the credentialed supervisor as rendering. For an EAP, delegated benefit or another Cigna-branded product, establish applicability separately instead of relying on the medical card’s logo.
Evernorth professional-services provision and agreement boundaries
Policy research reviewed October 17, 2026. Use the policy version and participation terms applicable to the date of service.
Start with Evernorth’s professional-services section
The Evernorth Behavioral Health Administrative Guidelines, printed page 46, allow supervisee professional services where state licensing regulations permit them and identify the fully credentialed provider as rendering. The guidelines separately preserve credentialing expectations for fully licensed clinicians. Read that distinction before treating every clinician awaiting enrollment as a supervisee.
Identify the actual behavioral health administrator and product. A Cigna logo on the medical card does not establish that the same Evernorth rules govern an EAP authorization, public-program product, or every employer arrangement.
Two clinicians, two different enrollment questions
Consider a clinician accumulating supervised hours toward independent licensure and a newly independent clinician whose payer application is pending. The first asks whether the state-permitted supervisee pathway fits. The second asks how the payer handles that fully licensed clinician’s credentialing and effective participation date.
Using the same supervisor record for both may hide the second clinician’s enrollment problem. Maintain the actual license status and change date in the payer setup, and revisit the arrangement when the clinician earns full licensure. A payer rule for supervisees should not become a permanent workaround for credentialing.
Check the rendering identity without rewriting the clinical record
Where the cited pathway applies, the fully credentialed supervising provider is the claim rendering provider. The clinical documentation should still identify the therapist who provided the session and the supervision performed. A group billing identifier and a supervisor rendering identifier serve different purposes.
Before releasing a first claim, compare the actual supervision assignment with the payer-specific rendering selection. Do not infer an additional modifier or supervising loop from another insurer’s published instructions. Obtain the applicable Evernorth claim requirements for the product and transaction.
What to request when the arrangement is unclear
Send a bounded question identifying the license/status, service state, practice setting, supervisor category, product, and applicable group agreement. Ask whether the professional-services provision applies, what prior enrollment or approval is required, and what date the determination covers.
If a response confirms only member eligibility, follow up on provider eligibility and claim identity. If it confirms only the supervisor’s participation, follow up on the supervisee arrangement. Keeping those questions separate produces an answer the billing team can implement rather than a general assurance about supervision.

Frequently Asked Questions
Does the supervisee rule cover every fully licensed therapist awaiting credentialing?
No. The guidelines separately preserve credentialing requirements for fully licensed providers; resolve that enrollment situation explicitly.
Who is rendering under the described supervisee pathway?
The fully credentialed provider is rendering, subject to the state-law and applicable product/agreement conditions.
