Does Quartz Pay Wisconsin QTTs for Supervised Therapy?

By Bomi Health • October 30, 2026

Yes, conditionally: Quartz’s September 2026 provider manual expressly recognizes Wisconsin Qualified Treatment Trainees (QTTs) as payable providers. Its timing differs by product: Medicaid payable status is immediate, while commercial payable status begins after at least 12 months of licensure and active work toward completing supervised training. That is a substantive supervised-practice pathway, but not a promise that every service or claim will be paid.

Sections

Which Wisconsin credentials does Quartz recognize?

The QTT section on printed page 74 names the Professional Counselor Training License, Substance Abuse Counselor-In-Training, Marriage and Family Therapist Training License and Advanced Practice Social Worker (APSW). Quartz defines its QTT category as someone with a graduate degree completing supervised practice toward full clinical licensure. These are the payer’s stated categories and definition, not a substitute for the state’s credential-specific practice requirements.

APSWs expressly follow the QTT process. Quartz does not credential them or list them in its provider directory while they hold the APSW license. Once they obtain an LCSW license, they become eligible for credentialing and, after successful credentialing, directory listing. The general QTT rule likewise postpones credentialing and directory listing until full licensure and credentialing.

How do Medicaid and commercial timing differ?

The manual says a Wisconsin QTT becomes payable for Medicaid members immediately. For commercial members, the QTT must have held the license for at least 12 months and still be actively completing supervised training. Quartz says it monitors the 12-month point and does not require a separate notice when that anniversary arrives.

That anniversary rule does not remove initial onboarding. The preceding Provider Network Management section requires a Practitioner Notification Form for all new practitioners joining a facility and requests the practitioner’s CAQH identifier. State requirements still apply. “Not subject to credentialing” therefore does not mean the practice can omit the clinician from Quartz’s notification process.

Can a student or unlicensed graduate use this pathway?

The reviewed QTT section does not establish a degree-only or student-placement exception. It combines a graduate-degree definition with named training or practice credentials and supervised clinical training. A student or graduate without the applicable credential cannot be assumed to qualify just because a supervisor is available. The section also does not provide a QTT Medicare payment rule; do not transfer the Medicaid or commercial timing to Medicare Advantage.

Whose NPI and which modifier go on the claim?

This QTT provision establishes a payable-provider pathway but does not give a QTT-specific rendering-NPI or modifier instruction. The manual’s separate resident claim rule is not a QTT instruction, and Quartz’s nonphysician evaluation-and-management reimbursement policy is not a psychotherapy billing recipe. Neither supports automatically substituting a therapist supervisor’s NPI.

The service must still meet the member’s coverage, applicable authorization and claim requirements, and the clinician’s lawful scope. Recognition of a Substance Abuse Counselor-In-Training in the QTT list does not, by itself, authorize every psychotherapy service. For telehealth, the manual separately requires attention to licensure where the member is located.

Current sources and scope

Reviewed October 30, 2026. Quartz’s current provider resources page links the September 2026 manual. The manual covers several products, but this answer follows the Wisconsin QTT section’s own Medicaid and commercial distinctions. See printed pages 72–75 for onboarding, credentialing, QTTs and adjacent license/telehealth provisions. Separate temporary-permit and interim-psychologist rules should not be substituted for the QTT requirements.

Frequently Asked Questions

Does Quartz recognize Wisconsin APSWs for supervised services?

Yes. Its QTT section expressly includes APSWs and applies the QTT payable-provider process: immediate Medicaid timing and commercial timing after at least 12 months licensed while actively completing supervised training. Coverage, onboarding and lawful service scope still apply.

Do QTTs need full credentialing before becoming payable?

Quartz distinguishes payable status from credentialing. QTTs are not eligible for credentialing or directory listing until fully licensed and credentialed, but new-practitioner notification requirements still apply.

Does the policy tell me to bill under the supervisor’s NPI?

No QTT-specific supervisor-NPI substitution or modifier instruction is established by the reviewed section. Its named-credential and timing rules do not determine the full claim mapping.
