Can Supervised Psychologists Bill Wellpoint WV Telehealth?

By Bomi Health • October 30, 2026

Yes—Wellpoint West Virginia’s August 2026 Mountain Health Trust provider manual expressly includes a Supervised Psychologist (SP) among authorized telehealth distant-site providers. This is a defined West Virginia psychology pathway, not permission for every counseling associate, student or unlicensed employee to bill under a supervisor. The service, board-approved supervision, enrollment and Wellpoint participation requirements still apply.

Who qualifies as a supervised psychologist?

The West Virginia Board of Examiners of Psychologists requires approval for the supervised-psychologist category and maintains approved supervisors and supervision agreements. A psychology placement or graduate degree alone does not establish that status. Match the clinician’s actual Board approval and supervisor to the proposed services.

BMS Chapter 521 section 521.3.1 recognizes a supervised psychologist working under a licensed psychologist. The practice must retain credential and training records. A Board-approved supervisor may bill for no more than four supervised psychologists and may not trade supervisees with another supervisor for Medicaid billing. The chapter’s separately restricted provisional-license route should not be used to substitute another profession for this expressly named category.

Which therapy services does the evidence support?

Wellpoint’s manual, pages 42–43, applies BMS standards to telehealth unless it states otherwise and describes payment under the applicable fee schedule. Chapter 521’s individual psychotherapy entries for 90832, 90834 and 90837 name board-supervised psychologists and identify telehealth as available. That supports a qualified SP pathway for those services, subject to medical necessity, documentation, authorization and the member’s covered benefit. It does not make every procedure available to every trainee.

The BMS Chapter 521 PDF currently linked by the state is revised January 15, 2018; it was reread for this guide on October 30, 2026. Wellpoint’s August 1, 2026 manual supplies the newer payer-specific telehealth instructions. This guide covers that West Virginia Medicaid pathway, not Wellpoint Medicare, another state’s plan or a general in-person billing exception.

Does telehealth remove the supervision or location restrictions?

No. Chapter 521 section 521.15 excludes services by a supervised psychologist in a satellite office that is not the primary practice site when the Board-approved supervising psychologist is unavailable for direct face-to-face supervision. A video connection with the patient does not establish an exception to that rule. Resolve the clinician’s work location and supervision arrangement before scheduling the service.

Wellpoint also requires consent and progress notes identifying telehealth, along with its applicable confidentiality and equipment requirements. Being listed as an eligible distant-site provider does not remove those conditions.

GT, place of service and the rendering NPI

Follow the newer Wellpoint instructions rather than copying the old Chapter 521 GT line. The August 2026 payer manual, page 102, says GT is no longer required with the service code. It specifies POS 02 for the applicable distant-site telehealth claim and POS 10 when the patient is at home. It also says the originating-site fee cannot be billed when the originating site is the member’s home.

Chapter 521 separately requires AJ for the specified mental-health professionals and services when they are not independently enrolled. That is not a universal instruction to place the supervisor’s NPI in the rendering field. The reviewed telehealth passages do not settle the exact rendering-NPI allocation for every supervised-psychologist enrollment arrangement; use the approved Wellpoint claim setup for that arrangement.

Frequently Asked Questions

Does Wellpoint WV allow any unlicensed therapist to use a supervisor’s NPI?

No. The reviewed rule expressly names the Board-approved supervised-psychologist category. It does not establish a general student or associate exception, or a universal supervisor-rendering-NPI instruction.

Is GT required for this Wellpoint WV telehealth pathway?

The August 2026 Wellpoint manual says GT is no longer required. It specifies POS 02 for the applicable telehealth claim and POS 10 when the patient is at home, despite the older GT wording in BMS Chapter 521.
