Do BlueChoice, Preferred Blue and PAI Credential SC Associates?

Can an associate therapist join the individual network?

No for the supervised associate pathway described here. BlueChoice HealthPlan’s July 2026 Provider Administrative Office Manual lists Associate Counselor among specialties it does not credential. Companion Benefit Alternatives (CBA), which handles behavioral health credentialing and benefits, requires a South Carolina license permitting independent practice without supervision. CBA also expressly excludes a licensed provider whose designation includes “intern.”

This is an individual network-eligibility answer for BlueChoice HealthPlan, Preferred Blue and the PAI behavioral health network named by CBA. It does not establish that every supervised service in every facility or contract is excluded. The current sources reviewed here do not establish an exception permitting an associate’s psychotherapy claim under a supervisor’s NPI.

Which therapist licenses does CBA list?

CBA lists Licensed Professional Counselors, Licensed Marriage and Family Therapists, Licensed Independent Social Workers—Clinical Practice, and Licensed Clinical Psychologists among its eligible behavioral health specialties. These categories remain subject to CBA’s independent-practice requirement and its full credentialing process. A supervision-dependent associate, intern or master’s-level social-work credential is not equivalent to the independent category simply because a licensed supervisor is available.

For an unlicensed practicum student, student status likewise does not satisfy the individual network’s independent South Carolina license requirement. These enrollment criteria do not settle whether a separately contracted organizational program has different staffing or reimbursement terms.

Can a group bill the supervisor instead?

The July 2026 BlueChoice credentialing section and current CBA enrollment page do not provide an associate-specific supervisor-rendering-NPI exception, modifier or claim-field instruction. Do not treat the supervisor’s existing participation as proof that the associate’s service can be billed under that clinician. For a proposed organizational arrangement, obtain the applicable current behavioral health contract and service-specific claim requirements before relying on reimbursement.

BlueChoice’s adjacent physician-assistant and nurse-practitioner section describes their enrollment and individual-NPI billing. That instruction concerns those medical practitioner categories; it does not establish a counselor-associate pathway.

Does the CBA enrollment rule include PAI?

Yes, for the PAI behavioral health network CBA expressly names. Its current enrollment page includes Planned Administrators, Inc. (PAI), and requires a South Carolina license permitting independent practice without supervision. A licensed provider with an “intern” qualifier is not eligible to join that network. This supports a narrow enrollment answer for supervision-dependent associates and interns; it does not establish that every PAI employer plan or organizational program prohibits their services.

The current-linked March 2026 BlueCross and BlueChoice provider contact guide identifies Planned Administrators Inc. (PAI) with code 00886 on printed page 23, in its Preferred Blue TPA section. That identifies the administrator; it does not establish a member’s behavioral benefit or a supervisor-rendering claim exception. Confirm that CBA actually administers the member’s benefit and that the intended network and provider agreement apply. These sources do not supply a PAI associate modifier or permission to substitute a supervisor’s NPI.

Which plans does this answer cover?

CBA’s current network page expressly names BlueCross BlueShield of South Carolina’s Preferred Blue and BlueChoice HealthPlan of South Carolina and Planned Administrators, Inc. (PAI). The BlueChoice manual independently identifies CBA for behavioral health credentialing and benefits. This article does not extend those enrollment rules to Healthy Blue Medicaid, Medicare Advantage, another state’s Blue plan or every out-of-state BlueCard member. Confirm the member’s actual behavioral health network before applying them.

Frequently Asked Questions

Does PAI credential a supervised associate through CBA?

CBA names PAI in its network coverage and requires independent South Carolina licensure without supervision; a licensed intern qualifier is ineligible. This is individual network enrollment guidance, not a determination for every PAI plan or permission to bill an associate under a supervisor.

Does BlueChoice credential an Associate Counselor?

No. The July 2026 BlueChoice manual lists Associate Counselor among specialties it does not credential. This is an individual credentialing restriction, not proof that every organizational service is excluded.

Can an intern join the CBA network?

CBA requires a South Carolina license allowing independent practice without supervision and expressly excludes licensed providers with an intern qualifier.

May the practice use the supervisor’s NPI for associate psychotherapy?

The current credentialing sources reviewed here do not establish that exception or its claim-field requirements. A participating supervisor alone is not evidence that the associate’s claim is payable.

Does this rule apply to Healthy Blue Medicaid?

This article addresses the BlueChoice, Preferred Blue and PAI networks identified by CBA. It does not transfer their individual credentialing rules to Healthy Blue Medicaid.

Sources and dates

Reviewed October 30, 2026. BlueChoice’s manual is revised July 2026; its credentialing discussion is on printed page 10, sections 1.6.2–1.6.3. CBA’s live enrollment page does not state a separate effective date. This review date is not a new policy start date.
