Yes, within the participating psychiatric clinic pathway
Pennsylvania Medicaid Chapter 1153 permits medically necessary psychiatric services through participating psychiatric outpatient clinics and partial hospitalization facilities under psychiatric direction. Psychotherapy must be delivered by clinical staff. That definition includes mental health professionals and mental health workers under direct psychiatrist supervision—not only independently licensed private-practice therapists.
Which graduates qualify as mental health professionals?
Section 1153.2 includes a graduate degree in a recognized clinical discipline from an appropriately accredited institution when the program includes a clinical practicum. It also provides a foreign-degree equivalency route and a route based on licensure in a recognized clinical discipline with mental health clinical experience. Thus a qualifying graduate can fit the clinic staffing definition without an independent license. A diploma without the required clinical program is not sufficient.
Mental health workers have a separate qualification and supervision rule
The worker category includes specified clinical bachelor’s degrees, or a clinical graduate degree with 12 graduate-level mental-health or counseling credits, as well as specified equivalent foreign degrees. Workers act under a mental health professional’s supervision. The clinic’s psychiatrist oversight remains an additional requirement; these are not interchangeable supervisory roles.
Does this cover students?
An ongoing student placement is not itself one of the completed-degree or licensure routes above. A student who already holds a qualifying degree must still satisfy the actual staffing category and clinical requirements. The chapter separately allows a psychologist preparing for licensure to perform diagnostic psychological testing under direct licensed-psychologist supervision. That testing provision is not a blanket psychotherapy exception for every intern.
Treatment and claim conditions still apply
The clinic must meet licensing and participation requirements, document medical necessity and comply with the fee schedule. For ongoing clinic treatment, assessment and an initial plan are required within 30 consecutive days after intake. A psychiatrist or licensed practitioner of the healing arts must verify the relevant diagnosis. The chapter does not supply a universal supervisor-NPI substitution or trainee modifier; use the applicable clinic enrollment and claim instructions.
Private practice and HealthChoices need their own rules
This is a psychiatric-clinic and partial-hospitalization staffing/payment rule. It does not create independent private-practice enrollment for an unlicensed graduate, or transfer to IBHS or every HealthChoices contract. Check the patient’s responsible BH-MCO and the actual provider type before applying a clinic staffing answer to a claim.

Frequently Asked Questions
Can an unlicensed clinical graduate provide PA Medicaid psychotherapy?
A graduate meeting Chapter 1153’s mental health professional definition can fit the participating psychiatric-clinic pathway with its required psychiatrist oversight. This is not independent private-practice permission.
Does a clinic simply bill the supervisor’s NPI?
The staffing rule does not establish that claim convention. Use the clinic’s actual enrollment and payer-specific claim requirements.
