Does GOBHI reimburse therapy by registered associates?
Not when an unlicensed registered associate works outside a group with a current Oregon Health Authority Certificate of Approval (COA). GOBHI’s currently linked notice makes that restriction effective January 1, 2026. It preserves the category of unlicensed providers working at COA-certified agencies; it does not make supervision alone sufficient for an independent private-practice associate.
The notice concerns GOBHI’s associate-level counselor billing eligibility. GOBHI administers behavioral health within Eastern Oregon Coordinated Care Organization (EOCCO), an Oregon Health Plan program. This is not a rule for every Oregon Medicaid or commercial plan.
What changes when the employer has an OHA COA?
The notice distinguishes employment by a group holding a current OHA COA from an associate working outside that setting. It says the change does not affect licensed providers or unlicensed providers working at agencies with a current COA. A supervisor’s independent license is not a substitute for the employer’s COA.
That exception preserves a category; it does not promise payment for every therapy code, clinician or session. The agency still needs the applicable service qualifications, participation and authorization requirements. The notice does not identify particular associate license abbreviations, supervisor-profession pairings or a separate student pathway.
Which effective date applies: October 2025 or January 2026?
GOBHI’s July 31, 2025 newsletter described an October 1, 2025 change. Its current guidance page instead links a later memorandum dated November 12, 2025, expressly effective January 1, 2026. Use that later notice for the policy described here; the earlier newsletter date should not be presented as the current effective date.
The guidance index labels the document “Use of OON Associate Counselors,” while the memorandum itself is addressed to GOBHI Network Providers. This article reports that notice’s actual restriction and agency exception. It does not infer additional rules for other programs or treat the index label as proof that every in-network associate arrangement is approved.
Does a supervisor’s NPI make an outside associate eligible?
The associate notice supplies no supervisor-NPI substitution rule or supervision modifier. It cannot be used to turn services by an associate outside a COA-certified employer into eligible services merely by putting a supervisor on the claim.
The current 2026 EOCCO provider manual, printed page 43, directs behavioral-health claims to EOCCO and lists electronic payer ID 13350. The same section says in-network outpatient behavioral-health services do not need a referral, while out-of-network behavioral-health services require prior authorization. Those instructions do not resolve the individual rendering-provider fields for each associate arrangement.
Are students covered by the COA exception?
The notice refers to unlicensed registered associates and unlicensed providers at COA agencies. It does not define a graduate-degree requirement, enumerate student disciplines, or authorize every practicum student to perform reimbursable psychotherapy. Do not equate an unlicensed student with a registered associate solely because both have supervision.

Reviewed October 30, 2026. The January 2026 restriction comes from GOBHI’s currently indexed associate memorandum, not a general directed-payment announcement. The sources below separate that eligibility notice from EOCCO’s claims instructions.

Frequently Asked Questions
Can an associate in private practice bill GOBHI under a supervisor?
GOBHI’s current notice excludes reimbursement for unlicensed registered associates unless employed by a group with a current OHA COA, effective January 1, 2026. It does not authorize supervisor-NPI substitution to bypass that requirement.
Can a COA agency continue using unlicensed providers?
The notice says its change does not affect unlicensed providers working at agencies with a current OHA COA. That exception does not establish every service code, student category or claim-field requirement.
Did the rule start in October 2025?
An older newsletter gave October 1, 2025. The later November 12, 2025 memorandum currently linked by GOBHI expressly gives January 1, 2026.
Is this the same as Moda’s commercial associate program?
No. This article addresses the GOBHI/EOCCO Oregon Health Plan notice. Moda’s commercial supervised-provider policy is a separate product framework.
