Does Providence Allow Associate Therapists to Bill Under a Supervisor?

Is there a blanket yes for associate therapists?

No blanket associate-therapy permission is established by the current public policies reviewed. Providence’s March 2026 RP5 distinguishes products and auxiliary personnel; it does not name Oregon CSWAs or Washington LMHCAs as universally eligible. This is an unresolved category-specific answer, not proof that every supervised service is prohibited.

Commercial, Medicare Advantage and OHP differ

Commercial practitioners qualified to bill independently must use their own NPI, even when supervised. RP5 provides a conditional supervisor-NPI route for qualified auxiliary office personnel ineligible to bill directly.

Medicare Advantage incident-to requirements include an established treatment plan, active supervising-provider involvement and an eligible employment arrangement. Its behavioral-health section recognizes general supervision for qualifying auxiliary services. OHP/Medicaid has a separate rule: CMS incident-to billing logic does not apply.

Does a CSWA or LMHCA qualify as auxiliary personnel?

RP5 alone does not resolve that exact psychotherapy arrangement. RP8 separately requires appropriate education, experience, state-law scope and code-specific qualifications. A registration or supervision agreement cannot substitute for those requirements, and Providence retains the determination of provider qualifications.

For an associate, the missing answer is whether that credential, service and arrangement qualify under the member’s specific product—not simply whether a supervisor has an NPI. No universal associate modifier is established here.

Frequently Asked Questions

Can a fully qualified commercial therapist bill under a supervisor just because they are supervised?

RP5 requires independently billing qualified commercial practitioners to use their own NPI.

Does this establish permission for every CSWA or LMHCA?

No. The exact associate credential and psychotherapy arrangement still need a supported product-specific determination.
