Can Associates Bill PacificSource Commercial or Medicare?

By Bomi Health • October 30, 2026

No for board-registered associate services dated October 1, 2026 or later. PacificSource’s specific notice and FAQ exclude these services for its Medicare and commercial members, even when submitted incident-to a supervisor. The change is already effective as of this October 30 review.

Sections

Who falls within the associate rule?

The FAQ describes board-registered associates as clinicians who completed their education and registered with a licensing board while completing supervised clinical hours, but lack an unrestricted license for independent practice. It distinguishes them from independently licensed clinicians.

Use that definition to check the actual clinician credential. A completed degree, board registration or supervised-hours arrangement does not create an exception. The notice does not provide a separate student-billing authorization.

Does a supervisor NPI, facility or modifier make it payable?

The FAQ expressly rejects incident-to billing for these associate services after the effective date. It also states there are no setting exclusions or grace period. Moving an associate’s claim under a supervisor or into another setting does not resolve this exclusion.

The September 2026 provider manual still contains a general incident-to framework, including SA-modifier requirements and qualification conditions. That general framework does not override the specific associate notice. Adding SA cannot turn an excluded associate service into a covered one.

What changes for the patient’s therapy?

PacificSource directs affected Medicare and commercial members to transition to a licensed behavioral-health provider so services remain billable. For a service on or after October 1, identify who actually provided treatment and apply the current eligibility rule; do not substitute a supervisor’s identity for the associate’s work.

Earlier dates of service require the policy and benefit terms applicable then. The October cutoff is not a finding that all earlier associate claims were payable.

Medicaid and other insurers are separate

PacificSource expressly says the change does not apply to Medicaid. That is not a blanket Medicaid authorization: its manual has separate Oregon Medicaid credentialing, agency and rendering rules.

This answer covers the PacificSource commercial and Medicare products explicitly included in the associate notice. It does not establish permission or denial for other insurers or original Medicare fee-for-service.

Frequently Asked Questions

Can an associate bill PacificSource commercial or Medicare under my NPI?

For behavioral-health services on or after October 1, 2026, PacificSource’s associate FAQ says incident-to billing is not allowed.

Does the October 2026 change apply to PacificSource Medicaid?

The notice expressly excludes Medicaid from this change. Medicaid’s separate practitioner and setting rules still require review.
