Does MotivHealth Allow Therapy Billing Under a Supervisor?

By Bomi Health • October 30, 2026

MotivHealth’s published claims manual does not allow a licensed supervisor to submit a claim for services they did not perform, even when they supervised the person providing care. Its general rule is that the licensed clinician who delivered the covered service bills under their own name. That answers the supervisor-attribution question; it does not establish that every licensed associate or every supervised service is excluded.

What does the actual-performer rule require?

Page 4 of the Billing & Claims Administration manual distinguishes the clinician who performed the covered service from a licensed professional supervising someone else. It also says a practitioner without a license in the state where the care occurred cannot submit claims. A supervisor’s license alone therefore does not make another clinician’s session billable in the supervisor’s name.

Does this rule exclude all associate therapists or students?

No blanket service exclusion follows from this passage. It does not name counseling associates, social-work associates, marriage-and-family-therapy associates or psychology trainees, or explain which provisional licenses qualify for participation. A licensed associate’s enrollment, lawful scope and covered-service eligibility still require a license- and plan-specific answer. An unlicensed student cannot rely on the supervisor’s license as an exception to the claim-submission rule; the passage does not separately resolve every institutional training arrangement.

Which conditions can change the answer?

The manual applies generally to healthcare professionals and institutional providers. Page 1 gives federal or state requirements and the provider’s agreement priority when they conflict with the manual. Page 4 also makes payment dependent on the member’s benefits and eligibility, reimbursement policies, accurate claims and requested records. Checking benefits is not a payment guarantee. A documented contractual or regulatory exception needs its own review rather than an assumption that supervision creates one.

Does MotivHealth specify a supervisor NPI or therapy modifier?

Not in this provision. The instruction concerns whose work may be claimed and whose name is used; it does not supply a supervised-psychotherapy modifier or a complete mapping of billing, rendering and supervising NPI fields. Do not turn it into an electronic-claim recipe. The separately published reimbursement policies include profession-specific supervision provisions, including anesthesia and physical rehabilitation; those are not a general psychotherapy exception.

How current is the manual?

Reviewed October 30, 2026. MotivHealth’s current forms page links two copies of its billing manual, including a file uploaded under a January 2026 path. Both carry a December 1, 2024 effective date and the same relevant policy text. The upload path is not a new policy effective date. Use the current provider resources and the member’s actual agreement for any later or more specific requirements.

Frequently Asked Questions

Can a MotivHealth therapist bill for a trainee’s session under the supervisor’s name?

The general claims manual says a licensed provider cannot submit claims for services they did not perform, including work performed under their supervision. Applicable law and the provider agreement take priority over conflicting manual language.

Are all licensed associates ineligible with MotivHealth?

That is not established by this rule. It addresses claim attribution and state licensure, without listing which associate credentials may participate or which services their plans cover.

Is there a supervised-therapy modifier in this passage?

No. The reviewed provision does not establish a supervised-psychotherapy modifier or an NPI field mapping.
