Can InnovAge Graduate Coordinators Provide Psychotherapy?

By Bomi Health • October 30, 2026

InnovAge’s PACE manual assigns unlicensed graduate-level behavioral-health care coordinators support and coordination work; it assigns individual and group therapy to licensed behavioral-health providers. Being a graduate trainee or working alongside a licensed clinician does not, by itself, establish permission to provide psychotherapy under this coordinator role. The manual’s role descriptions answer that distinction without settling every associate license or supervised student placement.

Sections

What can an unlicensed graduate coordinator do?

Section 5.2 of the September 2025 Contracted Provider Services Manual describes the Behavioral Health Care Coordinator (BHCC) as an unlicensed professional in graduate-level training. The listed work includes education, coaching, screenings, supportive listening and care coordination. Coordinators escalate concerns to licensed providers and assist with documentation, data tracking and utilization review. The source does not describe this position as a psychotherapy provider.

The manual says BHCC and Psychiatric Mental Health Nurse Practitioner positions are currently limited to centers in California and Colorado, and that the listed roles are not available at every center. That location statement does not mean every California or Colorado graduate student qualifies, or that all InnovAge behavioral-health services are confined to those states.

Who does InnovAge identify as a therapy provider?

The Behavioral Health Provider (BHP) role is a licensed clinician with a master’s or doctoral degree. Examples include an LCSW, LPC, LMFT or licensed psychologist. The listed responsibilities include assessments, diagnosis, treatment plans and individual or group therapy, with specialty referrals as appropriate. This is a description of InnovAge’s clinical roles, not an individual enrollment approval.

The manual separately describes a master’s-level social worker’s PACE social-services work, including assessments, case management, care navigation and situational emotional support. It expressly distinguishes that support from routine therapy provided by behavioral-health staff. An MSW degree or a place on the interdisciplinary team therefore does not establish the BHP therapy role.

Does this answer whether an associate or student can bill therapy?

It does not establish a blanket answer for ASWs, AMFTs, APCCs, Colorado candidate registrations or every student placement. The BHCC definition names graduate-level training, while the BHP examples name licensed clinicians; the passage does not provide a supervised psychotherapy exception for each provisional credential. Nor does it expressly prohibit every such arrangement. A practice needs a role- and state-specific determination before treating one of those credentials as approved for therapy.

The psychiatric-prescriber role is separate: the manual describes qualified medical professionals providing medication management. That category does not expand the coordinator’s psychotherapy scope.

What approval and payment conditions still apply?

InnovAge requires a written agreement for providers caring for PACE participants. Contracted providers may furnish services authorized by the interdisciplinary team, with emergency care addressed separately. Additional services require an authorization request identifying the services, frequency and justification. All nonemergency services must be authorized before delivery.

Sections 3.6 and 3.7 address credentialing and applicable state licenses, registrations or certifications for the person’s position. An agreement delegating credentialing to an employer or practice does not turn every employee into an approved therapy provider. Active participant eligibility and a benefit description are also not a guarantee of payment.

PACE payment is distinct from ordinary Original Medicare Part B billing. The manual directs contracted providers to accept InnovAge payment in full and not bill participants, CMS, the state Medicaid agency or private insurers for those services. An ordinary-office Medicare incident-to rule cannot be imported as permission to bill a coordinator’s work.

Can a coordinator’s services use the supervisor’s NPI?

The reviewed behavioral-health role descriptions do not supply a supervisor-NPI substitution rule, a trainee rendering identifier or a psychotherapy modifier. General claim-form instructions do not resolve that missing role-specific instruction. Supportive listening must not be relabeled as psychotherapy merely to fit a therapy claim.

Frequently Asked Questions

Can an unlicensed graduate coordinator provide InnovAge psychotherapy?

The manual assigns BHCCs support, screening, coaching and coordination, while licensed BHPs deliver individual and group therapy. The coordinator role itself does not establish psychotherapy eligibility.

Does InnovAge prohibit every associate therapist or student?

The reviewed role descriptions do not establish that blanket prohibition or a blanket allowance. They do not resolve each provisional credential, state or supervised placement.

Are the coordinator positions available in every state?

The September 2025 manual limits BHCC and PMHNP positions to California and Colorado centers and says roles are not available at every center. That does not establish individual eligibility.

Can a practice use the supervisor’s NPI for graduate-coordinator work?

These provisions do not authorize supervisor-NPI substitution or provide a trainee psychotherapy claim recipe. The approved role, service, contract and claim identification must be resolved separately.

Sources and currentness

Reviewed October 30, 2026. InnovAge’s current Provider Manuals page links the September 2025 enterprise manual. Relevant printed pages are 8 for social services, 14 for contracting and authorization, 16 for credentialing and direct-care qualifications, 18 for behavioral-health roles, and 25–26 for claims and payment. The BHCC location limit is stated as current in that manual; it should not be silently expanded to another center or product.
