Does HealthPartners Allow Prelicensed Therapist Billing?

Does HealthPartners allow prelicensed therapists to bill under supervision?

Yes, conditionally. HealthPartners payment policy AR004 permits covered services by prelicensed practitioners and postdoctoral fellows working toward clinical state licensure under a fully licensed HealthPartners-contracted provider. It expressly requires the supervising clinician’s rendering NPI. This answers the supervised-billing question for the policy’s included products; it does not establish that every student, license combination or therapy service qualifies.

Which HealthPartners products does this cover?

The policy checks Fully Insured, Self-Insured, Wisconsin Marketplace, Medicaid (including MinnesotaCare) and Minnesota Senior Health Options (MSHO). Its separate Medicare Advantage and Medicare Cost boxes are unchecked. Keep the expressly included MSHO category separate from those unchecked categories. The policy also directs providers to separate CMS coverage requirements; this article does not extend the pathway to every Medicare product.

Do unlicensed trainees and postdoctoral fellows qualify?

The policy describes unlicensed health trainees working toward clinical state licensure, under clinical supervision of a fully licensed contracted provider. It does not name a universal list of associate-license abbreviations, qualifying degrees or student placements. Being enrolled in school is not, by itself, the stated eligibility test; equally, the policy does not impose a blanket completed-education requirement that it never states. Check the trainee’s actual pathway and the relevant state licensing requirements.

Whose NPI goes on the claim?

Use the supervising licensed clinician’s rendering NPI for covered services under this policy, following other standard billing requirements and the supervisor’s contract. The trainee is not added to the group, does not contract with HealthPartners and is excluded from its online provider directory. Those provisions describe this supervised pathway, not an independent enrollment authorization. AR004 does not specify a universal trainee modifier.

What supervision and disclosure are required?

The contracted provider must provide direct and personal supervision: be in the immediate vicinity to perform or manage the service personally if needed, although presence in the appointment is not required. The supervisor must be available throughout the trainee’s direct services to direct care or intervene in an emergency. Do not read that as permission for remote-only supervision.

Tell the member before the service that a clinical trainee will perform it. Follow the minimum individual face-to-face supervision required by the trainee’s applicable state licensure rules. The policy says supervisor and trainee should work in the same organization or system. The supervising provider must retain adequate clinical and administrative records and allow HealthPartners to review them. AR004 also requires supervisors to follow the current CMS guidance for teaching physicians, interns and residents; its older March 2017 booklet citation should not be treated as the current edition or as an extension to unchecked products.

Does this approve a particular Minnesota or Wisconsin license pairing?

No specific pairing is established by AR004 alone. The policy leaves licensing and supervision requirements to the relevant licensing bodies or professional organizations. A Minnesota or Wisconsin practice must establish the actual clinician’s legal scope and supervisor qualifications separately, as well as the member’s covered service and product. The policy’s Wisconsin Marketplace checkbox is not a statement that every Wisconsin or out-of-state plan is included.

Which policy version supports this answer?

Checked October 30, 2026, the current HealthPartners administrative-policy index links AR004, effective November 1, 2021 and last reviewed June 1, 2026, with next review June 1, 2027. The effective date and recent review date have different meanings. This answer uses that two-page policy body, not just the original 2021 announcement. HealthPartners lists payer ID 94267 on its clearinghouse page; the ID alone does not prove a member’s product or this policy’s applicability.

Frequently Asked Questions

Does HealthPartners allow unlicensed therapists under a supervisor?

Conditionally. AR004 covers qualifying prelicensed practitioners and postdoctoral fellows working toward clinical state licensure, under a fully licensed HealthPartners-contracted provider, for included products and covered services.

Should the trainee or supervisor be the rendering provider?

AR004 requires the supervising licensed clinician’s rendering NPI for its supervised pathway. It does not establish a universal trainee modifier.

Does the policy cover all Medicare Advantage members?

No blanket conclusion is supported. MSHO is checked, while the separate Medicare Advantage and Medicare Cost boxes are unchecked. CMS coverage requirements are also separate.

Can any therapy student use the policy?

Student status alone is insufficient. The person must fit the policy’s clinical-licensure training pathway and the applicable state and professional supervision requirements.
