Can Provisionally Licensed Therapists Bill Blue KC?

By Bomi Health • October 30, 2026

Blue KC’s published rule is not a general supervisor-billing permission. Lucet’s August 2026 manual marks interns and provisionally licensed professionals as not approved in its Blue KC plan tables, then states they may bill as themselves out of network. That distinction matters: an out-of-network claim in the clinician’s own identity is different from using a supervisor’s network status.

Which Blue KC products are named?

The manual contains separate Blue KC appendices for Blue Care HMO; Preferred Care, Preferred-Care Blue, BlueSelect and BlueSelect Plus PPO and Affordable Care Act plans; and the Federal Employee Program. Each includes the not-approved table entry and the separate out-of-network sentence. Read the appendix for the member’s actual product.

The out-of-network sentence does not guarantee an out-of-network benefit, a payable service or reimbursement for an HMO member. Those questions still depend on the member’s coverage and the service. It also does not establish that any particular provisional-license abbreviation meets all state and plan requirements.

Whose identity belongs on the claim?

For the provisional or intern pathway described in these appendices, the wording is to bill as themselves out of network. It does not authorize substituting the supervisor’s NPI to obtain in-network payment. The manual also requires an NPI for billing and says that face-to-face providers must be licensed in the state where the service occurs.

A student without a qualifying license should not interpret the word intern as permission to bypass that licensing requirement. The source does not resolve every student category or supply a special supervisory modifier that changes the network limitation.

Do not confuse Blue KC with another Blues plan

Blue Cross and Blue Shield of Kansas City and Blue Cross and Blue Shield of Kansas have separate appendices and requirements. A policy belonging to one does not answer the other’s question. Likewise, Healthy Blue Missouri Medicaid has its own product rules even though its administration involves Blue KC.

Blue KC’s own behavioral-health page identifies Lucet as its network partner. The conclusion here comes from Lucet’s explicit Blue KC appendices, not from assuming that every policy in Lucet’s multi-payer manual applies to Blue KC.

What remains to verify before treating the member?

Determine the exact member product, whether it has an out-of-network benefit for the proposed service, the clinician’s state license and lawful supervised role, and the applicable billing and authorization requirements. A supervisor’s credentialing does not answer those questions for the person who actually treats the patient.

Frequently Asked Questions

Can I use my supervisor’s Blue KC NPI for my provisional-license sessions?

The reviewed Blue KC appendices do not authorize that substitution. They describe interns and provisionally licensed providers billing as themselves out of network.

Does out-of-network billing mean Blue KC will pay?

No. The member must have an applicable benefit, and the clinician, service, authorization and claim must satisfy the relevant requirements.
