Yes: qualified clinical trainees can provide Medicaid psychotherapy
South Country Health Alliance’s current Mental Health and Substance Use Disorders chapter names clinical trainees as eligible psychotherapy providers, alongside mental health professionals and tribal certified professionals. Its psychotherapy section expressly requires Medical Assistance eligibility. This supports a Minnesota Medicaid trainee pathway; it does not establish independent credentialing or Medicare coverage for every South Country product.
Which students and graduates qualify?
Minnesota Statutes 245I.04, subdivisions 6–7, define clinical trainees through an accredited graduate-program practicum or internship with the license holder; completed graduate education with compliance with licensing-board supervised-practice requirements; or completed education and practicum while awaiting an exam, results or final license decision. Psychotherapy requires treatment supervision by a mental health professional, and board practice requirements remain in force. Being a student, holding a degree or working as a rehabilitation aide alone is insufficient.
What services and authorization rule are stated?
The September 2026 chapter’s psychotherapy section includes individual, family, multiple-family and group psychotherapy. It requires a mental-illness diagnosis from a diagnostic assessment, with a limited allowance for up to three combined individual/family psychotherapy or family psychoeducation sessions before completion of the assessment. That section states no prior authorization or service limits for psychotherapy. This does not remove medical necessity, treatment documentation, member eligibility or program-specific requirements.
HN is service-specific, not a universal trainee modifier
South Country uses HN in particular service tables, including clinical-trainee diagnostic assessments and individual treatment within its certified DBT intensive outpatient program. Its ordinary psychotherapy table lists 90832, 90834 and 90837 without establishing a blanket trainee HN requirement. Do not copy a DBT or crisis modifier into every psychotherapy claim, or treat DBT team membership as permission to perform all outpatient services.
Does the supervisor replace the trainee as renderer?
The general billing chapter requires electronic claims using an NPI or UMPI and identifies South Country’s payer ID as 81600. The reviewed ordinary psychotherapy section does not supply a trainee-specific NPI-field crosswalk. Neither a covered trainee category nor the general identifier instruction establishes automatic supervisor-as-renderer substitution. Resolve the trainee’s enrollment and affiliation, eligible billing provider and service-specific claim roles before submission.
Which policy version and product does this answer cover?
Reviewed October 30, 2026 against the production provider-manual index. It links a chapter file dated September 2026 whose header says September 8, 2026, replacing the June 2025 research lead. South Country warns its rules can differ from the general MHCP manual. This answer is limited to the stated Medical Assistance psychotherapy pathway; integrated Medicare benefits and other programs need their own applicable rules.

Frequently Asked Questions
Can a supervised graduate provide South Country psychotherapy?
Yes, when qualified as a clinical trainee under the Minnesota requirements and providing the covered Medical Assistance service with required treatment supervision.
Does every trainee psychotherapy claim need HN?
The reviewed ordinary psychotherapy table does not establish that blanket rule. HN appears in particular service tables, which must not be generalized.
Does this establish Medicare payment for a trainee?
No. The affirmative psychotherapy section specifies Medical Assistance eligibility. Medicare benefit responsibility requires separate evidence.
