Does PrimeWest cover supervised clinical-trainee psychotherapy?

Sections

Yes, for the stated Minnesota Medicaid clinical-trainee pathway

PrimeWest expressly covers psychotherapy, diagnostic assessments and explanation of findings performed by a mental health practitioner working as a clinical trainee under its Medical Assistance rules. This is a positive coverage pathway with qualifications, not a blanket permission for unlicensed therapists or a finding that the same arrangement is covered by Medicare.

Can a graduate or student qualify?

PrimeWest describes supervised practice toward licensure or board certification as a mental health professional. It also recognizes a bona fide student field placement or internship leading toward that qualification. The student is a clinical trainee only within that placement, not in another job held at the same time. A mental health rehabilitative-professional track alone does not meet this stated pathway.

Which supervisor and agency arrangements are required?

The supervisor must be a licensed mental health professional with an unrestricted license in good standing for at least one year and at least 1,000 clinical-practice hours. Board recognition is required where the profession requires it, and the supervisor must be competent in the supervised work. PrimeWest also requires the supervisor to work for or contract with the same agency as the trainee. A relative, cohabitant or therapist from the previous two years cannot serve in this role.

The supervision assurance and notes matter

PrimeWest requires the supervising professional to complete DHS-6330, the Qualified Mental Health Professional Clinical Supervision Assurance Statement, for the trainee’s assessment, psychotherapy or explanation-of-findings time to be billed. The supervisor must accept professional responsibility, review the required assessments and plans, and review and approve psychotherapy progress notes according to the supervision plan. The plan is developed with the trainee, reviewed annually and implemented within 30 days for new staff.

Whose NPI and which modifier?

PrimeWest’s ordinary psychotherapy section requires an 837P using the individual treating provider’s NPI on each claim line. It does not provide a separate trainee-versus-supervisor NPI crosswalk there. Confirm that enrollment and claim-role mapping instead of assuming that DHS-6330 authorizes any supervisor NPI. HN instructions elsewhere apply to specified services; they are not evidence of a universal HN requirement for ordinary 90832, 90834 or 90837 psychotherapy. GC is described separately for teaching hospitals.

What remains separate from trainee eligibility?

The psychotherapy benefit still requires the applicable diagnostic assessment, treatment plan, medical necessity, documentation and benefit or authorization conditions. The trainee pathway does not itself confer independent network enrollment. PrimeWest’s professional-provider list also includes LICSW, LMFT, LPCC and licensed psychologist, but that list does not erase each clinician’s scope or the agency and supervision requirements above.

Frequently Asked Questions

Does PrimeWest allow psychotherapy by a prelicensed graduate?

Yes, its Medicaid clinical-trainee pathway includes qualifying supervised practice toward mental health professional licensure, subject to the payer’s supervision and billing conditions.

Can a student use trainee status at a second employer?

Not merely because of an internship elsewhere. PrimeWest limits the student trainee status described in its policy to the bona fide field placement or internship.

Is DHS-6330 sufficient to put any supervisor NPI on the claim?

No. The assurance is a stated requirement for billing trainee services, but the ordinary psychotherapy instructions separately specify the treating provider NPI without a trainee-specific crosswalk.
