Does Minnesota Medicaid Cover Clinical Trainee Psychotherapy?

Can a clinical trainee provide Medicaid psychotherapy?

Yes, conditionally. The MHCP psychotherapy policy names clinical trainees among eligible treating professionals. The member’s diagnosis, assessment, treatment plan and documented medical necessity still govern the service. Eligibility to deliver therapy is different from eligibility to enroll or submit an independent claim.

Which graduates and student interns qualify?

Minnesota Statutes 245I.04, subdivisions 6–7, defines clinical trainees by a qualifying accredited graduate program and supervised practice. It includes students in a program-linked practicum or internship with the license holder, graduates complying with their licensing board’s supervised-practice requirements, and the stated post-practicum examination or licensure-decision waiting category. The graduate program must prepare the person for independent mental-health professional licensure; any unrelated degree or informal internship is insufficient.

Is an unlicensed graduate automatically eligible?

No. Trainees must satisfy applicable licensing-board requirements, including obtaining a credential when the board requires one. The statute permits supervised psychotherapy and other defined services, but bars trainees from providing treatment supervision to other staff. A generic mental-health-practitioner classification is not by itself the clinical-trainee psychotherapy pathway.

What must the supervisor do?

MHCP requires a written treatment-supervision plan, developed by supervisor and staff person, reviewed at least annually and implemented within 30 days for new staff. Supervision includes case review and immediate-feedback methods. For trainee psychotherapy, the treatment supervisor reviews and approves progress notes under the plan. Treatment supervision does not replace licensing-board supervision requirements.

Can the trainee enroll or use an independent rendering record?

The MHCP general mental-health manual lists clinical trainees as non-enrollable. Enrollment belongs to eligible professionals or agencies; an agency must have a mental-health professional on staff. Do not create an independent MHCP trainee enrollment simply because the person has an NPI. Nor does an agency’s enrollment establish that every service, staff role or location qualifies.

Which NPI and modifier should a trainee claim use?

The current psychotherapy page requires the treating-provider NPI on each claim line, but the reviewed pages do not reconcile that instruction into a complete trainee-specific rendering and supervisor field map. They also do not state a universal HN modifier for ordinary psychotherapy. Obtain the exact benefit’s non-enrollable-provider claim instructions before filing; do not borrow a CCBHC, children’s-program or managed-care modifier and assume it applies here.

Does this apply identically to every Minnesota managed-care plan?

No plan-specific contract or claim mapping was established in this review. The supported answer is that MHCP recognizes qualified clinical-trainee psychotherapy under treatment supervision. Managed-care participation, special programs and claim formatting remain separate. Reviewed October 30, 2026; the statute and current public DHS pages were checked, including their differing publication dates.
