Does Hennepin Health Cover Therapy by Clinical Trainees?
By Bomi Health • October 30, 2026
Reviewed October 30, 2026. Hennepin Health has a documented basis for supervised clinical-trainee psychotherapy: its 2026 provider manual directs providers to Minnesota Health Care Programs (MHCP) benefit-specific billing guidance, and MHCP identifies clinical trainees as eligible psychotherapy providers. That supports a conditional pathway for qualified trainees, not independent enrollment or a blanket instruction to put any supervisor’s NPI on a claim.

Which students and graduates qualify?
MHCP recognizes two clinical-trainee routes: an accredited graduate-program student preparing for independent mental-health licensure and completing a program-linked practicum or internship with the license holder; or a graduate of that program who satisfies the applicable licensing board’s requirements, including supervised practice. A bachelor’s degree, employment as a counselor, or a generic unlicensed designation alone does not establish either route.
Clinical trainees may provide psychotherapy under treatment supervision of a mental health professional. They must still obtain any license their board requires. This is not permission for every student, every mental health practitioner, or every rehabilitation worker to provide psychotherapy.

Why this applies to Hennepin Health
Section 7.1 of Hennepin Health’s 2026 manual includes psychotherapy among mental-health benefits. Section 19, page 66, explicitly adopts MHCP claims administration and benefit-specific coding and billing guidance. This is payer guidance, rather than an assumption that every Minnesota insurer follows the state program. The member’s covered benefit, participating provider arrangement and applicable authorization requirements still control payment.

Supervision and professional licenses
MHCP’s professional categories include LICSW, LMFT, LPCC and licensed psychologist, alongside specified medical and advanced-practice categories. A trainee must have the appropriate mental health professional supervising the work; this list does not override profession-specific board requirements.
The supervision plan identifies the trainee, supervisors, frequency and permitted work. MHCP requires the treatment supervisor to review and approve psychotherapy progress notes according to that plan. A supervisor’s signature does not turn an otherwise ineligible worker into a clinical trainee.

Whose NPI goes on the psychotherapy claim?
Clinical trainees are not independently enrollable MHCP providers. Hennepin’s general claims rule requires an NPI or UMPI when an attending, rendering or referring provider is included, but it does not by itself identify which person must occupy the rendering field for ordinary trainee psychotherapy. The reviewed sources do not establish a complete Hennepin-specific supervisor-NPI and modifier combination for that claim. Do not infer one from another insurer’s policy or from a special service’s billing instructions.
That distinction matters before submitting a claim: eligibility to perform psychotherapy is documented, while the exact trainee claim configuration still needs confirmation. Hennepin’s separate SNBC care-guide case-management instructions are not ordinary psychotherapy instructions. Its manual also routes FQHC PMAP and SNBC claims directly to DHS, while MinnesotaCare and other-insurance claims follow its separate direction; a clinic cannot apply one route to every member.

Frequently Asked Questions
Can a graduate student provide Hennepin Health psychotherapy?
There is a conditional pathway through Hennepin’s adopted MHCP guidance for qualifying accredited graduate-program clinical trainees in a program-linked practicum or internship, under required professional supervision. Generic student status is insufficient.
Can a postgraduate trainee enroll independently?
Not as an MHCP clinical trainee. The postgraduate must meet the licensing board’s requirements, and covered services must use the appropriate enrolled provider arrangement.
Does this establish supervisor-NPI billing or a universal HN modifier?
No. The reviewed guidance supports trainee psychotherapy eligibility but does not establish the complete Hennepin-specific rendering-NPI and modifier combination for ordinary psychotherapy. Special-program and other-insurer instructions are not interchangeable.
