Does MaineCare Cover LCPC-C, LMSW-CC and LMFT-C Therapy?
By Bomi Health • October 30, 2026
Yes, conditionally under Section 65. MaineCare expressly includes LCPC-C, LMSW-CC and LMFT-C clinicians in its qualified Clinician definition, and permits outpatient services by clinicians practicing within their licensed scope. That establishes a service-delivery pathway; it does not make every conditional clinician an independent MaineCare billing provider or authorize using any supervisor’s NPI. Reviewed October 30, 2026.

Which conditional licenses are included?
The adopted 2026 Section 65.01-10 definition names Licensed Clinical Professional Counselor-Conditional (LCPC-C), Licensed Master Social Worker-Conditional Clinical (LMSW-CC) and Licensed Marriage and Family Therapist-Conditional (LMFT-C). A conditional clinical license is not interchangeable with an unlicensed degree, an unrestricted independent license, or a differently scoped credential. The clinician must be appropriately licensed and work within that scope, including applicable licensing-board supervision requirements.
Agency services are different from independent practice
Section 65.02-1 defines an Independent Practitioner using the independent categories: licensed psychologist, psychological examiner, LCPC, LCSW or LMFT, with a DHHS provider agreement and the other stated qualifications. It does not list LCPC-C, LMSW-CC or LMFT-C in that independent-practitioner definition.
Section 65.02-2 separately requires a mental-health agency to have the relevant license and MaineCare enrollment. Substance-use agencies and schools have their own provider requirements. Therefore, a conditional clinician’s inclusion in the Clinician definition must be paired with an eligible provider organization and the particular covered service. It does not by itself authorize a solo conditional-license practice to enroll or a generic private group to bill under Section 65.
Which therapy services does the rule support?
Section 65.05-2 outpatient services include individual, family and group therapy within an individualized treatment plan. The rule permits a Clinician or Substance Use Qualified Staff to provide those services within scope. Member eligibility, medical necessity, authorization where required and the service-specific provider conditions remain applicable.
Trauma-Focused Cognitive Behavioral Therapy has additional conditions: the rule specifically includes the named conditional clinical categories, but also requires current TF-CBT therapist certification, recertification documentation and participation in fidelity monitoring. Substance-use outpatient therapy has separate qualified-staff, program-direction and Certified Clinical Supervisor requirements. Neither example is blanket approval for every Section 65 service.
What goes on the claim?
Section 65.11 requires compliance with DHHS CMS-1500 billing instructions. The service grid distinguishes office from community outpatient services and lists service-specific codes and modifiers. Those provisions do not give a universal conditional-license rule for substituting a supervisor’s rendering NPI, nor a complete conditional-license-to-modifier mapping. Do not derive the correct claim identity or assign HO solely from having a master’s degree. The enrolled agency’s actual provider configuration and applicable MaineCare claim instructions must resolve those fields.
Use the adopted 2026 rule, not the old Section 65
This review uses the Secretary of State’s Section 65 rule effective April 28, 2026, filing 2026-095, with its May 28 nonsubstantive corrections. The Clinician definition is now 65.01-10. The rule also ends its Section 65 crisis-resolution provision after June 30, moving that service to Section 66 from July 1. Do not apply that expired Section 65 crisis provision to an October claim.
Unlicensed students are not included merely by the conditional-license definition. A separately defined training or specialty-service pathway would need its own qualifications; it cannot be inferred from LCPC-C, LMSW-CC or LMFT-C coverage.

Frequently Asked Questions
Can an LMSW-CC provide Section 65 outpatient therapy?
The adopted rule names LMSW-CC as a Clinician and permits outpatient services within licensed scope. The enrolled provider setting, supervision and all service-specific requirements must also qualify.
Does the conditional-license list authorize supervisor-NPI billing?
No universal supervisor-NPI substitution follows from that list. The rule establishes clinician qualifications; the applicable enrollment and claims instructions must determine claim identity.
