Yes: the Louisiana Medicaid appendix names PLPC, PLMFT and LMSW outpatient therapists
Aetna Better Health of Louisiana lists provisionally licensed professional counselors, provisionally licensed marriage and family therapists, and licensed master social workers in its covered outpatient therapy section. Its September 8, 2026 Behavioral Health Appendix also recognizes the approved Medicaid expansion effective August 1, 2024. This is an affirmative payer-specific answer, not an inference from Aetna commercial insurance.
Reviewed October 30, 2026. The answer covers Aetna Better Health of Louisiana Medicaid. The individual clinician still needs the appropriate Louisiana license, lawful supervision, enrollment and billing arrangement for the service. The policy does not make a student, graduate awaiting licensure or every supervised employee eligible.
Is prior authorization required?
The appendix's Outpatient Therapy by Licensed Practitioners section says outpatient mental health and substance-use treatment is covered without prior authorization except for psychological testing. That is a statement about this outpatient service section, not every behavioral health program.
Other services have separate requirements. Do not apply the outpatient authorization exception to CPST, PSR, intensive programs or other services simply because the same clinician can work in more than one setting. Confirm the member's actual plan and service classification before relying on the exception.
Does the clinician render under a supervisor's NPI?
The payer appendix directs readers to Louisiana's Specialized Behavioral Health Services fee schedule and Informational Bulletin 24-25 for the expansion's procedures and rates. The revised bulletin describes PLPCs, PLMFTs and LMSWs as rendering providers only and prohibits their independent billing. Supervision therefore does not automatically mean replacing the actual clinician with a supervisor as renderer.
The bulletin's service table assigns U4 to LMSWs and UA to PLPCs/PLMFTs for the listed services, including individual, family and group psychotherapy. Use the current fee schedule and the payer's claim requirements for the exact code and any additional conditions. This is not a universal modifier combination for every service.
Neither the appendix's outpatient list nor this summary supplies a complete electronic NPI-field mapping for every billing arrangement. Verify the actual rendering clinician's enrollment and association with an eligible billing provider; do not treat rendering-only status as independent-practice billing permission.
Does this include unlicensed students or all other provisional licenses?
The affirmative answer here is limited to PLPC, PLMFT and LMSW. Those are named Louisiana license categories. A student's enrollment in a degree program, or graduation without the required license, does not establish inclusion in that list.
Other professions, psychology trainees and rehabilitation staff need their own applicable service and qualification rules. Their omission from this narrow answer is not a finding that every other pathway is prohibited. Likewise, the Louisiana Medicaid policy does not establish Aetna commercial, Medicare or another state's permission.
What should a practice check before billing?
Match the member's plan, date of service and exact treatment code to the payer's requirements. Verify the clinician's license and required board supervision, enrollment and billing-provider relationship. Apply the service-specific modifier and authorization rule. These checks distinguish a supported provisional-clinician service from a claim filed with an unsupported professional identity.

Frequently Asked Questions
Can a PLPC provide therapy to Aetna Better Health Louisiana members?
Yes, the September 2026 appendix names PLPCs in the covered outpatient practitioner list, alongside PLMFTs and LMSWs. Applicable licensing, supervision, enrollment and billing requirements still apply.
Does ordinary outpatient therapy need prior authorization?
The cited outpatient section says no prior authorization is required except for psychological testing. Other behavioral health programs have separate requirements.
Can the provisional clinician bill independently?
Louisiana's revised expansion bulletin makes PLPCs, PLMFTs and LMSWs rendering providers only and prohibits their independent billing. An eligible billing arrangement is still needed.
Does this answer apply to Aetna commercial plans?
No. It is based on Aetna Better Health of Louisiana Medicaid's own appendix, not Aetna commercial or another state's policy.
