Does Healthy Workers HMO permit therapy from an associate?
Its 2026 Evidence of Coverage supports a conditional benefit answer: outpatient behavioral health treatment may be provided by a non-licensed participating behavioral health provider, and the EOC’s provider definition expressly includes specified associates and trainees. The clinician must meet the applicable California requirements and participate in the relevant network. This is not permission for any unlicensed person to bill independently.
Which associates and trainees are named?
The provider definition includes associate marriage and family therapists and marriage and family therapist trainees; associate clinical social workers; associate professional clinical counselors and professional clinical counselor trainees; registered psychologists; registered psychological assistants; and the psychology trainees or supervised persons described in the cited California statutes. These are the EOC’s categories, not a claim that every student placement qualifies. Each category remains subject to its cited statutory practice and supervision requirements.
What services and network conditions apply?
The behavioral health section includes outpatient counseling and psychotherapy and states that outpatient behavioral care is covered when referred by the primary care provider. Carelon administers the behavioral health services. The EOC defines participation through a valid direct or indirect agreement with SFHP. Named-category eligibility therefore does not prove that a particular associate, supervisor or practice is contracted.
Is prior authorization the same as a referral?
No. The EOC separately addresses referrals and prior authorization. Its mental health benefit section states that mental health office visits and outpatient visits do not require prior authorization, while other listed levels of care do. That does not erase the stated referral or participating-provider conditions. Confirm the requirements for the actual service rather than treating all behavioral health care as one authorization category.
Should a claim use the supervisor’s NPI?
The reviewed EOC establishes benefit and provider-category scope, not an associate-specific rendering-NPI substitution, modifier or claim-field instruction. It does not justify choosing the supervisor’s NPI simply because the treating clinician requires supervision. Obtain the applicable contracted billing instructions before submitting an associate or trainee claim.
Does this answer apply to SFHP Medi-Cal or Medicare?
No extension is established here. Healthy Workers HMO is a separate SFHP program. This article does not apply its member-benefit language to SFHP Medi-Cal, Care Plus Medicare or another Carelon contract. An administrative payer identifier alone cannot establish that those products share this policy.
