Does Partnership allow AMFTs, APCCs and ASWs under supervision?
Yes, within a defined Medi-Cal dyadic-services pathway. Partnership HealthPlan of California’s current mental-health policy names associate marriage and family therapists, associate professional clinical counselors, associate clinical social workers and psychology assistants under a supervising clinician. This is a conditional answer about dyadic care, not permission for every psychotherapy service or every unlicensed worker.
Which service does this answer cover?
The named categories appear in MPBP8003’s dyadic-services section, on printed page 12. That benefit concerns the child and parent or caregiver together for the child’s benefit. Partnership separately covers non-specialty mental-health services and refers specialty mental-health needs to county behavioral-health plans. A county service or another plan’s contract needs its own eligibility and provider analysis.
Is family psychotherapy the same as dyadic care?
No. DHCS All Plan Letter 26-019, dated October 1, 2026, expressly distinguishes family psychotherapy from dyadic services and excludes family psychotherapy from that letter. A practice cannot use the dyadic associate paragraph alone to justify billing a family-therapy or ordinary individual-psychotherapy session. That evidentiary limit is not a finding that Partnership prohibits those services by associates.
Who may supervise, and do students qualify?
The newer state letter retains AMFTs, APCCs, associate social workers and psychology assistants, with a licensed supervising clinician established by the professional board. Neither the named list nor the older psychology-assistant terminology establishes a universal practicum-student or unregistered-graduate exception. Confirm the clinician’s actual registration and profession-specific supervision requirements; do not substitute a generic “unlicensed” category.
Which enrollment and billing rules need a current check?
Partnership’s June 2026 policy still cites APL 22-029. The October letter supersedes that guidance. Its enrollment requirement applies where a state enrollment pathway exists; payment follows the network agreement and prior authorization cannot be required for dyadic services. Use its current member-ID and payment instructions rather than assuming every older billing statement remains unchanged.
Should the supervisor’s NPI replace the associate’s?
The cited passages do not establish that substitution or an associate-specific claim modifier. A provider’s NPI in a network file is not automatically the rendering NPI on a professional claim. Before billing, obtain instructions for the actual service, clinician, setting and contract. Keep treating-clinician identity, supervision and the entity receiving payment distinct.
What is the product and date limit?
This answer concerns Partnership Medi-Cal. The policy also contains Partnership Advantage provisions scheduled for January 1, 2028; those future provisions are not applied here. The June 10, 2026 policy approval and October 1, 2026 state-letter date identify the documents reviewed, not a proven start date for every associate’s billing eligibility.
Frequently Asked Questions
Does Partnership’s dyadic policy establish general associate psychotherapy permission?
No. It supports the named supervised-provider pathway within dyadic care. Ordinary psychotherapy needs its own applicable policy and contract support; this distinction is not a blanket denial.
Can any unlicensed student use this pathway?
The cited named categories do not establish that. Verify registration and supervision rather than treating all students and graduates as interchangeable.

The current Partnership behavioral-health policy index links MPBP8003. Read its dyadic section alongside the newer DHCS letter, especially the service distinction on page 2 and enrollment and billing guidance on pages 7–8. Resolve any remaining contract-specific claim questions before submitting a claim.
