Can AMFTs, ASWs and APCCs Provide IEHP Dyadic Care?

Does IEHP allow supervised associates to provide dyadic care?

Yes, for the Medi-Cal dyadic-care benefit described on IEHP’s provider website. IEHP expressly includes associate marriage and family therapists (AMFTs), associate professional clinical counselors (APCCs), associate clinical social workers and registered psychological associates working under a supervising clinician. This is a specific covered-service pathway, not a blanket answer for every psychotherapy visit.

Which children, caregivers and services qualify?

Dyadic care addresses a child and caregiver together, with care directed toward the child’s development and family well-being. IEHP describes preventive behavioral health care for members younger than 21 and their caregivers, including well-child behavioral visits, psychoeducation, community-support coordination, and family training and counseling.

DHCS APL 26-019, dated October 1, 2026, supersedes APL 22-029 and identifies March 15, 2023 as the benefit’s effective date. The child must be enrolled in Medi-Cal. Family psychotherapy is a separate benefit and is outside this letter.

Does this require a pediatric clinic?

APL 26-019 permits other settings and telehealth subject to the provider manual. A parent attending an ordinary psychotherapy session does not by itself make that visit dyadic care.

Can students or any unlicensed employee use this rule?

The associate list does not establish billing permission for every practicum student or unregistered graduate. IEHP separately describes nonclinical screening support by appropriately trained staff; that screening is not separately billed. Clinical supervision and a named eligible category are different from general staff oversight.

Whose NPI and which modifier should the claim use?

APL 26-019 requires Medi-Cal enrollment where a state enrollment pathway exists and payment under the network agreement; prior authorization cannot be required for dyadic services. It requires provider NPIs in network reporting, but that is not an associate rendering-field or modifier recipe. The reviewed IEHP page supplies no such recipe. IEHP’s inquiry process does not itself confirm participation.

IEHP’s claims page identifies IEHP1 for Medi-Cal and DualChoice, while IEHP Covered uses IECCA. Sharing a payer identifier does not extend this Medi-Cal dyadic-care answer to Medicare DualChoice or Covered California.

Sources and review date

Reviewed October 30, 2026. IEHP still links the older state letter; this article reconciles its named associate pathway with the superseding October 2026 letter. The benefit inception is not a new associate-adoption date.
