Does HPSM Cover AMFT and ASW Therapy Under Supervision?

Does HPSM cover therapy by AMFTs and ASWs?

Yes, HPSM’s current member psychotherapy guidance names associate marriage and family therapists (AMFTs) and associate social workers (ASWs) working with licensed supervision. That supports a supervised-associate care pathway; it is not permission for any associate to submit claims under any supervisor’s contract.

For a practice, the next question is whether the clinician and service belong to the member’s contracted benefit network. HPSM’s provider manual distinguishes its non-specialty mental health network from county specialty mental health and substance-use services.

What does HPSM require for associate participation?

The 2026 provider manual’s credentialing checklist, page 127, calls for a signed Behavioral Health Board Supervisory letter for associate behavioral-health providers, giving AMFT, APCC and ACSW as examples. This is payer-specific recognition of associates in its participation process, not a promise that a submitted application has been approved.

APCC appears in that credentialing checklist. The member psychotherapy page expressly names AMFT and ASW; it does not separately enumerate APCC. Keep those two kinds of evidence distinct when checking a particular service and clinician.

Which mental health benefit pays?

The manual separates HPSM non-specialty mental health care from San Mateo County Behavioral Health and Recovery Services (BHRS) specialty care and Drug Medi-Cal Organized Delivery System services. CareAdvantage has different coverage and network arrangements. An associate’s acceptance in one pathway should not be transferred automatically to another, especially Medicare-covered services.

Whose NPI should a supervised therapy claim use?

The sources reviewed here do not give an associate-specific supervisor-versus-performer NPI rule or a universal supervision modifier. Do not turn a supervisory letter into an instruction to bill as though the supervisor personally performed the session. Confirm the claim fields for the actual contracted service before billing.

HPSM’s 2026 manual identifies HPSM1 as an electronic claims payer identifier. That identifies the payer; it does not determine whether a particular associate, member benefit or procedure is eligible.

Can an unlicensed student use the same pathway?

The cited pages do not establish psychotherapy billing eligibility for ordinary practicum students or every unlicensed graduate. AMFT and ASW are specific associate categories; the general fact that someone is supervised does not place them in those categories.

Frequently Asked Questions

Does HPSM recognize supervised AMFT and ASW therapy?

Yes. HPSM’s member psychotherapy guidance names AMFTs and ASWs with licensed supervision. Participation and the member’s benefit network still matter.

Does HPSM mention APCCs?

Yes, in the 2026 manual’s associate credentialing checklist. That is participation evidence, not a separate guarantee of reimbursement for every APCC service.

Can I use the supervisor’s NPI for an associate?

The cited HPSM sources do not establish an associate-specific NPI substitution rule. A supervision document alone is not that authorization.

Does this establish student or Medicare billing permission?

No. Ordinary student eligibility and Medicare-specific reimbursement are not established by these associate references.
