Does Carelon CYBHI Cover ASW, AMFT and APCC Therapy?

Can ASWs, AMFTs and APCCs provide reimbursable CYBHI therapy?

Yes, conditionally. California’s CYBHI school-linked fee schedule expressly includes registered ASWs, AMFTs, APCCs and psychological associates. Its currently linked service grid lists these categories for individual psychotherapy codes 90832, 90834 and 90837. This is a specific CYBHI program pathway administered by Carelon, not permission to bill every Carelon member or to substitute a supervisor’s NPI without checking the program’s claim instructions.

Which organization and student must qualify?

The service must be furnished through an approved participating local educational agency, public institution of higher education or designated school-linked community provider, for an eligible student age 25 or younger and within the covered service and location rules. An ordinary private practice does not qualify simply because its client attends school. The practitioner must have the required registration, work within California scope of practice and satisfy the requirements for the particular service code.

Does the program cover any student intern?

No. The August 2025 requirements distinguish the named registered associates from unlicensed clinical trainees and bachelor’s-level interns, which they list as ineligible. Do not confuse the student receiving services with a graduate student providing them. A school placement alone does not establish an eligible rendering-practitioner category.

What supervision is required?

Registered associates need the clinical supervision required by their California profession and registration. CYBHI does not turn every licensed practitioner into an interchangeable supervisor. Clinical supervision is also separate from the ordering, referring or prescribing practitioner’s determination of medical necessity. The August 2025 program requirements do not require an ORP to co-sign every treatment note merely by serving in that role.

Whose NPI belongs on the claim?

The practitioner needs an individual Type 1 NPI and must be included in the program’s provider roster. The public documents require care when mapping that identity to claim fields. Carelon’s February 19, 2025 training guide, slide 20, places a licensed practitioner in rendering Box 24J and the actual unlicensed practitioner’s name and NPI in Box 19. For an unlicensed performer it names the licensed supervisor or another licensed practitioner for 24J. This is the guide’s dated instruction, not authority to choose an unrelated license holder.

Why is the exact claim mapping still a question?

DHCS’s later September 2025 ORP guidance requires the Medi-Cal claim to include the enrolled ORP’s Type 1 NPI in addition to the NPI of the practitioner who provided the service. It does not itself supply a replacement CMS-1500 field crosswalk. Reconcile the current Carelon mapping for the actual associate category before submission; the materials reviewed here do not settle whether the older Box 19/24J mapping remains the operative instruction. Neither the associate eligibility list nor an NPI alone resolves that question.

Which ORP and modifier rules apply?

For Medi-Cal psychotherapy, the ORP must be a Medi-Cal-enrolled physician or an appropriately licensed healing-arts practitioner, such as a psychologist, LCSW, LMFT or LPCC, acting within scope. A credentialed school nurse cannot serve as the ORP for psychotherapy. The ORP requirement does not apply to commercial or disability-insurance claims. The currently linked CY2025 service grid, updated October 2025, requires U4 on CYBHI claims; additional modifiers depend on the service, not simply on associate status.

What must be completed before billing?

Carelon’s onboarding materials require the participation and data-use agreements, accepted Standard Provider Import roster, practitioner screening where applicable and successful student batch registration. These requirements support the named clinician pathway; they do not broaden it. Keep CYBHI separate from the LEA Billing Option Program and general Carelon contracts, and do not submit duplicate claims across programs.

Frequently Asked Questions

Are registered associates eligible to provide CYBHI psychotherapy?

The currently linked DHCS service grid names ASWs, AMFTs, APCCs and psychological associates for individual psychotherapy. Program participation, student eligibility, clinical supervision and service-specific scope must also be satisfied.

Does CYBHI always use the associate’s NPI as rendering?

The sources do not establish that universal mapping. Carelon’s February 2025 guide uses a licensed practitioner in Box 24J and identifies the unlicensed performer in Box 19. Later DHCS ORP guidance requires actual-performer and ORP identities but does not replace that field crosswalk.

Can I use CYBHI rules for any Carelon contract?

No. These are California school-linked CYBHI program rules. They do not establish permission under general Carelon commercial, Medicaid or other contracts, or the separate LEA Billing Option Program.

Sources and date limits

Sources checked October 30, 2026. DHCS’s current resource library links the August 2025 requirements, September 2025 ORP guidance and October 2025 service grid. Carelon still links its February 2025 claims guide. The review date is not a new policy effective date, and this article does not certify 2026 dollar rates from a CY2025 grid.
