Yes, within the stated FQHC/RHC pathway
CalOptima Health’s 2026 Provider Notice Update 192 expressly includes reimbursable psychological-associate and Associate Professional Clinical Counselor (APCC) services at federally qualified health centers and rural health clinics. That is a useful affirmative answer for California Medi-Cal clinic encounters. It is not a blanket authorization for an associate in an ordinary private practice, for every CalOptima product, or for a student without the required professional registration.
Which associate credentials and supervisors are supported?
The approved California state-plan pages list an APCC registered with the Board of Behavioral Sciences. The FQHC coverage page identifies supervision by an LPCC, LCSW, LMFT, clinical psychologist, or licensed physician certified in psychiatry by the American Board of Psychiatry and Neurology. The supervisor must also satisfy applicable BBS supervision requirements; a license label alone does not establish eligibility.
Psychological associates have a different supervisor rule
The same approved state plan requires the psychological associate to be registered with the Board of Psychology and supervised by a clinical psychologist licensed by that Board. It requires the supervisor to meet Board of Psychology supervision requirements. Do not apply the broader APCC supervisor list to a psychological associate, or substitute a general graduate degree for either registration.
What do the approval and effective dates mean?
CMS approved California SPA 25-0009 on April 6, 2026, with an effective date of January 1, 2025. The amendment adds psychological-associate encounters as billable clinic visits and addresses other clinic reimbursement provisions. CalOptima’s later notice communicates its code and policy updates. These are different dates: the state-plan effective date is not proof that any particular old claim is timely, payable or already implemented in a plan’s processing system.
These are clinic visits, not unrestricted psychotherapy claims
The approved state plan places these practitioners within FQHC/RHC covered-visit rules and requires medically necessary, reimbursable services within professional scope. The clinic must qualify for the applicable encounter payment and satisfy the service, authorization and claim requirements. A covered associate category does not remove visit limitations, authorize duplicate payment or establish that every psychotherapy code is separately payable. The reviewed CalOptima notice does not establish a general student pathway.
Does the supervisor’s NPI go in a particular field?
The sources establish required clinical supervision and a clinic reimbursement pathway. The CalOptima notices reviewed here do not supply an exact associate-specific institutional claim-field crosswalk. Do not treat a clinical supervisor requirement as enough to choose a rendering or attending NPI field, and do not import a fee-for-service claim example into a managed-care submission without the applicable instructions. The clinic must use its current contracted billing route and the payer’s service-specific requirements.
What do newer CalOptima notices change?
Notice 193 separately identifies psychological-associate services at the all-inclusive rate for Tribal FQHCs; that setting should remain separate from the ordinary FQHC/RHC answer. Notice 195 identifies a one-time timeliness waiver for certain LMFT and psychological-associate clinic services. A waiver headline is not a general extension for every CalOptima claim. This article does not prescribe its filing deadline, codes or submission process because the detailed primary waiver instructions and managed-care applicability were not established in this review.
Policy sources and review date
Reviewed October 30, 2026 against CalOptima’s current notices 192–195 and the CMS-approved state-plan amendment. No related reversal was identified in Notice 194. The answer is limited to the named Medi-Cal clinic pathway; OneCare, independent-office services and other products require their own evidence.
